EDUCATION:
EC-06 & EC-07:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Economics, Sociology or Statistics AND an acceptable specialization in Epidemiology, Mathematics or Public Health, Health Services Research with advanced training and specialization in the evaluation of health technologies.
Note: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience. The acceptable combination could be established using the following: A PharmD or a MD with a MSc in a health-related research methods discipline and a strong research background.
EXPERIENCE:
EC-06 & EC-07:
1. Significant** experience in health services research and pharmaceutical evaluation in support of objective evidence based resource allocation aimed at optimizing population health and making recommendations to senior management* on the pharmacoeconomic value of pharmaceuticals.
2. Significant** experience in research methods used in the assessment of pharmaceuticals for formulary reimbursement and health technology assessments (e.g., quality assessment of clinical trials, network meta-analyses, observational study design methods);
3. Significant** experience in designing and/or conducting economic evaluation and/or budget impact analyses and/or producing reviews;
4. Experience in preparing reports for stakeholders and presenting project/study results to expert audiences;
EC-07 Only:
5. Experience in the peer review process used for scientific and economic advice and/or consulting with clinical and academic experts;
6. Experience in building and maintaining collaborative working relationships with a wide range of internal and external partners or stakeholders;
7. Experience in leading and coordinating the efforts of internal or external research team members to achieve specific objectives and ensure completion of projects within specified deadlines.
* Senior Management is defined as Director General level or equivalent and above.
**Significant experience is defined as the depth and breadth of the experience normally associated with the performance of the duties for a period of approximately five (5) years.
ASSET QUALIFICATIONS:
- Experience chairing multi-stakeholder working group or technical expert committees.
- Experience working with formulary review committees.
- Experience in conflict resolution.

KNOWLEDGE:
EC-06 & EC-07:
K1: Knowledge of the mandate, jurisdiction and role of the Patented Medicine Prices Review Board;
K2: Knowledge of the Canadian health care system and of the health technology-related decision-making processes within the federal, provincial, and territorial bodies;
K3: Knowledge of health economic methods, including with skill in computer-based economic and statistical modelling;
K4: Knowledge of research methods used in the assessment of pharmaceuticals for formulary reimbursement and health technology assessments (e.g., quality assessment of clinical trials, network meta-analyses, observational study design methods; economic model structure, model inputs, assumptions);
K5: Knowledge of traditional and complex clinical trial designs and related research methods combined with extensive experience with critical appraisal of clinical trials for pharmaceuticals, particularly with complex clinical trial designs (e.g., adaptive trial designs, sequential methods, enrichment designs);
K6: Knowledge of key methodological guidance reports and guidelines related to Budget Impact Analysis and the conduct of clinical trials;
K7: Knowledge of the Government of Canada policy priorities, and their significance for the PMPRB;
