Work environment

The Canadian Environmental Assessment Agency (CEAA) is looking for candidates who want to play a role in shaping the future of federal impact assessment. Successful candidates will lead teams of like-minded, passionate individuals in implementing the federal impact assessment process, focusing on areas such as environmental, social, health and economic impact assessment and gender-based analysis and working with various stakeholders and Indigenous groups.

Intent of the process

The Agency’s intent is to staff positions with experience in socioeconomic and biophysical disciplines at the EC-07 and PC-04 levels respectively. The EC-07 positions are currently under review.

As a result of this process a pool of qualified candidates may be established and may be used to staff similar EC-07 and PC-04 positions with different tenures (specified period, indeterminate, assignment, secondment, acting), various linguistics profiles and various security clearance requirements within the Canadian Environmental Assessment Agency.

EDUCATION
EC-07: Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics

Note:
1. Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience. Candidates must clearly demonstrate in their application how they meet one or more of the specializations outlined in the education requirement (i.e. listing successfully completed courses, training and/or providing a description of related work experience).

2. An indeterminate incumbent of a former ES position on June 30, 1967 who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated for Part A above is deemed to meet this minimum educational standard based on his/her education, training and/or experience.

OR

PC-04: Graduation with a degree from a recognized post-secondary institution, with acceptable specialization in physics, geology, chemistry or some other science relevant to the position.

Degree equivalency

EXPERIENCE
-Experience leading multi-stakeholder working groups, committees or projects.
-Experience preparing briefings and providing advice on complex issues* to senior management.
-Experience consulting** with Indigenous groups or a variety of stakeholders (e.g. government, private sector, academia, non-governmental organizations, Indigenous organizations).
-Experience supervising staff or leading teams***.

*Complex issues mean those that require cross-cutting, multi-facetted considerations (e.g. science, technology, social, economic and political context, stakeholder perspectives).
**Consultation experience should be in relation to the development of policies or programs or in relation to soliciting input from stakeholders or Indigenous groups on projects to inform decision-making.
***The experience in leading teams could be in the form of a project manager or other role where you lead the outputs of colleagues (from within and/or outside of the organization with which you may have been employed) to deliver on a complex multidisciplinary project.

-Knowledge of Government of Canada processes and priorities in the area of environmental assessment or impact assessment*.

*Environmental Assessment or Impact Assessment means a formal, evidence-based process to predict and assess the economic, social, health and environmental consequences of a proposed project before it is carried out. It does not include other environmental studies, such as:
-Environmental site assessments that are used to identify the nature and extent of contaminants at a contaminated site; or
-Environmental audits that are used to evaluate the environmental management and regulatory compliance of an existing operation.

ABILITIES
-Ability to undertake consultation, collaboration or negotiation.
-Ability to undertake social, health, economics, or gender based analysis.
-Ability to conduct policy analysis and make policy recommendations to management
-Ability to undertake or demonstrate expertise in environmental policy, environmental science, or environmental law
