Duties

Are you looking for an opportunity to gain internal audit experience in an innovative team?

The Audit Project Leader at Canadian Heritage leads engagements for the Office of the Chief Audit Executive, from the audit plan to report publication. Our multidisciplinary team carries out approximately 6 assurance/consulting engagements per year, in addition to ad-hoc requests to answer strategic management needs of the organization. Canadian Heritage is a horizontal organization, where you will have the opportunity to work directly with the Chief Audit Executive, departmental senior management and the Departmental Audit Committee, in order to design and deliver value-added engagements. You will also have the opportunity to put your leadership into action to lead teams comprised of public servants, consultants and subject matter experts.

Work environment

The Office of the Chief Audit Officer consists of a team of 20 employees lead by the Chief Audit Executive. This team located in national headquarters plays an important role in supporting Canadian Heritage’s departmental operations. The scope of work of the Office of the Chief Audit Executive is to determine whether Canadian Heritage’s framework of risk management, control, and governance processes, as designed and represented by management, is adequate and achieves its intended objectives.

In 2017 and 2018 the Globe and Mail published a special magazine feature on Canada’s top 100 employers, and Canadian Heritage made the list. You will be working in an environment that supports work-life balance, in a downtown Gatineau location (Terrasses de la Chaudière), close to gyms, cafés, and bicycle trails. Also, the programs and services that the Department provides to Canadians are geared around the promotion of Canadian identity, culture, arts and sport.

Intent of the process

The intention of the process is to staff two (2) positions indeterminately.

A pool of partially and qualified candidates may be established through this process to staff identical or similar positions at the AS-06 group and level in the Office of the Chief Audit Executive.

EDUCATION:
ED1: Graduation with a degree from a recognized post-secondary institution

Degree equivalency

EXPERIENCE:
EX1: Significant and recent* experience in planning, conducting internal audits and in the preparation of related reports;

EX2: Significant and recent* experience in preparing and presenting findings and recommendations in a presentation format to senior management; and

EX3: Experience in reviewing the work of subordinates and/or of external resources (consultants).

*Significant and recent experience is defined as a cumulative experience of three years acquired within the last five years.

EDUCATION:
AED: Graduation with a degree* from a recognized post-secondary institution with specialization in public administration, business, accounting sciences or in any other field relevant to the position.

Degree equivalency

OCCUPATIONAL CERTIFICATION:
AOC1: Possession of a professional recognized designation or in the process of obtaining (such as, Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA)).

AOC2: Possession of a professional certification from a recognized internal auditing association (such as, Certified Internal Auditor (CIA), Certified Government Auditing Professional (CGAP) or Certified Information Systems Auditor (CISA)).

EXPERIENCE:
AEX1: Experience in using TeamMate audit management software;

AEX2: Experience in planning and conducting audits of grants and contributions;

AEX3: Experience in planning and conducting audits in the government;

AEX4: Experience in the development of the multi-year risk-based internal audit plan;

AEX5: Experience in planning and conducting consulting engagements.

KNOWLEDGE:
K1: Knowledge of the Treasury Board Internal Audit Policy Suite;

K2: Knowledge of the Institute of Internal Auditors International Professional Practices Framework.

ABILITIES:
A1: Ability to set priorities and manage multiple tasks under tight deadlines;

A2: Ability to develop and implement an internal audit;

A3: Ability to assess information to conclude against audit criteria and generate recommendations;

A4: Ability to communicate effectively orally;
