BACKGROUND
In consultation with management and the union, the counsellor administers a departmental employee assistance program through which employee assistance services are provided by a regional network of EAP referral agents spread throughout the organization’s service points, in addition to services provided by an external service provider and the coordinator himself/herself as an expert advisor.
PRIORITY TASKS OF THE EAP COODINATOR-COUNSELLOR
Administer the EAP program at the regional level by identifying program needs through the analysis of trends in organizational health, and by establishing actions plans, including strategies to prevent problems and promote employee wellness.
As part of your duties, you will be required to:
- Coordinate the network of EAP referral agents.
- Review applications from employees who want to become volunteer referral agents and assess them.
- Provide guidance, directives and training to volunteers chosen as referral agents.
- Monitor the performance of referral agents; assess them on an ongoing and cyclical basis and recommend that they be relieved of their duties if necessary.
- Determine the training needs of referral agents and ensure suitable training is provided.
- Develop and provide wellness training to the organization’s employees.
ACT AS AN EXPERT AND COUNSELLOR
Provide advice and functional guidance regarding EAP-related professional and advisory services (e.g. regarding promotion strategies, employee wellness initiatives, service provider selection, the tracking of services provided, complaint resolution, etc.) to management, union representatives, and regional and local labour-management committees. Provide ongoing coaching to members of various local committees to update their knowledge of the program and encourage the sharing of best practices.
Advise and guide managers and union representatives on how best to approach employees whose performance or behaviour at work has deteriorated as a result of personal or organizational problems. Provide short-term professional counselling services to employees to help them resolve personal or work-related problems, determine the nature of the need and, if necessary, refer employees to an external organization for consultation or treatment. Compile an inventory of treatment services available in the community and assess them, establish relations with resource persons working in various areas of assistance, and create a directory of these people and resources. Follow up with clients to ensure that they receive a satisfactory level of support.
Develop, provide advice and deliver an intervention and employee assistance strategy to address the human impacts suffered during critical incidents in the workplace; determine the approach to take so these incidents have the least possible impact on performance, work attendance, team and employee wellness, etc. Organize and lead debriefing sessions for employees who have witnessed a critical incident in the workplace (e.g. violence toward a colleague) and follow up to determine what long-term wellness care is required.
Various administrative tasks are also related to the duties, such as maintaining statistics, recordkeeping, etc.

The immediate need is to staff one vacant position on a permanent basis within CBSA, Quebec Region. However, a pool if partially qualified candidates may be established and used to staff future vacancies on a permanent basis, should the need arise.

EDUCATION:
A Master's degree from a recognized post-secondary institution with specialization in Counselling, Social Services, Behavioral Sciences, Psychology or Educational Counselling, or any other related field.
OCCUPATIONAL CERTIFICATION:
• Eligibility for a professional designation recognized by a professional association in the counselling field.

A candidate has met all academic and occupational requirements, including those with respect to degrees, examinations, and experience, without having to have obtained or maintained actual registration, certification or membership in a professional association.

EXPERIENCE:
E1. A minimum of 5 years of experience as part of the major job duties in providing guidance and counselling as it relates to psycho-social interventions;
E2. Experience in providing professional advice to senior management on complex issues*;
E3. Experience in administering programs of a confidential nature;
E4. Experience establishing and maintaining liaisons with internal services and community resources for client support and potential referrals;
E5. Experience in coordinating and facilitating mental health and well-being workshops and training;
* Complex issues defined as issues that involve various aspects which require the consideration of many interrelated facets before a solution can be suggested.
