Duties

The management of the provision of marine communications and vessel traffic services to clients and stakeholders, such as: mariners, recreational boaters, fishers, other government departments and other departmental programs, etc., to improve maritime safety and commerce, minimizing environmental damage and supporting maritime security.

Develops and implements business and operational plans, procedures and processes, consistent with regional policies, concerning the Marine Communications and Traffic Services (MCTS) Centre's operations and services.

Manages the MCTS Centre by setting objectives and priorities, developing work standards and methodologies, managing financial, human and technical resources in a cost-effective manner, managing research projects, negotiating goods and services contracts, and establishing service levels with clients and stakeholders.

Manages the provision of various marine communications and vessel traffic services to external clients, to ensure the safe and efficient flow of marine traffic, the safety of life at sea, and the protection of the environment, provides support of national security issues including ensuring compliance to a large variety of regulations, and makes decisions on major marine occurrences.

Represents the MCTS Centre, and develops and maintains consultative processes with clients and stakeholders to assess their MCTS needs and concerns, provide advice, develop solutions to their problems, advocate changes in policies and procedures, and explore opportunities for resource sharing.

Develops, administers, implements and evaluates the Centre's training plan, including the Centre's Designation Checkout, in order to ensure a high professional standard of operational proficiency from Trainees.

Monitors and evaluates the Centre's activities to ensure its mandate is effectively and efficiently carried out, by developing internal monitoring techniques, tools and methodologies, identifying and resolving anomalous situations, analyzing evaluation reports from corporate review groups and preparing responses, and reporting on results, including recommendations for improvements.

Investigates service complaints, consults with clients and stakeholders, and determines the appropriate corrective action if required, and conducts preliminary investigations into incidents to determine if a Fact Finding Board is required.

The Marine communications and traffic Services Center in Les Escoumins, located in the Province of Quebec, is housed on an enchanting site along the St. Lawrence River estuary, near Tadoussac, Qc. and where the Saguenay River reach the St. Lawrence River. The Center counts around twenty employees working under a shift schedule responsible to manage the marine traffic and communications on the St. Lawrence Gulf and Estuary, 24 hours a day, and 7 days a week. The Center works closely with numerous federal departments and agencies (Transports Canada, Environment and Climate Changes Canada, the Transportation Safety Board, etc.) as well as the marine industry, fishermen, recreational boaters, etc. and not to mention other CCG and DFO programs such as Marine Rescue Centers, fisheries Conservation and Protection, etc. It’s a dynamic and challenging workplace where on a daily basis, Canadians counts on your decisions to ensure an efficient flow of marine traffic, the safety of life at sea, and the protection of the environment.

The current need is to staff an indeterminate (permanent) positions.
A pool of qualified candidates will be created and will be used mainly to staff similar positions with various tenures for Les Escoumins (QC).

Degree equivalency

OCCUPATIONAL CERTIFICATION
- Possession of a Marine Communications and Traffic Services Certificate or a Coast Guard Radio Operator Certificate or a Vessel Traffic Services Certificate OR AN ACCEPTABLE COMBINATION OF EDUCATION, CERTIFICATION, TRAINING AND EXPERIENCE relevant to the position duties.

EXPERIENCE
- Experience in supervision or project management.

A University diploma in a field relevant to human resources management.
