Work environment

Environment and Climate Change Canada (ECCC) is a department within the Federal Public Service. With a budget in excess of $1,5 billion dollars and approximately 6,000 employees located in 100 communities across Canada, we work with thousands of partners in every province and territory and around the globe.

ECCC is the lead federal department for a wide range of environmental issues, including taking action on clean growth and climate change. The Department is also engaged in activities aimed at preventing and managing pollution, conserving nature and predicting weather and environmental conditions. It addresses these issues through various actions including the implementation of the Pan-Canadian Framework on Clean Growth and Climate Change; engaging with our strategic partners including provinces, territories and Indigenous peoples; monitoring; science-based research; policy and regulatory development; and through the enforcement of environmental laws and regulations.

Intent of the process

The intent is to fill one (1) position. A pool of qualified candidates may be established and may be used to staff similar positions with various tenures within Environment and Climate Change Canada.

EDUCATION

Graduation with a degree from a recognized post-secondary institution.

Degree equivalency

EXPERIENCE

Recent(1) and significant(2) experience in providing expert analysis, advice and recommendations, including the preparation of briefing materials to senior management(3) on complex issues(4) relating to procurement and contracting.

Significant(2) experience in leading the planning and delivery of all phases of procurement and contracting activities with or within the federal Government.

Experience developing multi-year procurement strategy, plans or agreements.

Experience in developing and implementing procurement and contracting policies or procedures.

Experience in managing human and financial resources(5).

Notes:
(1) Recent is defined as being within the last seven (7) years
(2) Significant is defined as the depth and breadth of experience normally acquired over a period of five (5) years.
(3) Senior management is defined as Director and above.
(4) Complex issues is defined as procurement and contracting with at least three (3) of the following criteria: multiple clients or stakeholders, high dollar value, multi-year, sensitive or high profile, multi-phase evaluations, precedent setting, extensive negotiations, subject to the Comprehensive Land Claims Agreement.
(5) For human resources management, applicants must clearly demonstrate that they have supervised employees, assigned work, managed and assessed performance, implemented training and staffing plans. Applicants must also indicate the number of employees they supervised directly.
For financial management, applicants must show evidence of managing a budget, either directly or indirectly. This experience is defined as the management of financial planning, forecasting or reporting. Applicants must also indicate the size of the budget they managed.
