Duties

Your role as a Facilitator: To review and attempt to resolve a high volume of complaints by air passengers against airlines, based on an analysis and thorough understanding of applicable terms and conditions of carriage, legislation, regulations, international conventions and jurisprudence; to respond to related inquiries from the public, private sector, industry and other governmental entities regarding complaints, standards, practices, issues, trends and the Agency's dispute resolution mandate and processes; and to undertake research and special projects from time to time.

Your role as a Senior Tariffs and Research Officer: To ensure air carriers fulfill their tariff filing obligations pursuant to legislative requirements and Agency precedents by analyzing and processing complex and contentious international tariff filings; reviewing and preparing appropriate responses to carrier tariff submissions and applications; providing functional advice, guidance, information and data to air carriers, industry associations, governmental staff and the general public; and participating in projects as required.

Your role as a Licensing and Charters Officer: To analyze and evaluate applications and support documents from licensed and unlicensed air carriers to operate international charter flights; research complex applications for licence and Charter permits; and make recommendations to management and Agency Members for decision; and participating in special projects as required.

Your role as a Monitoring and Compliance Officer: To conduct research and analyse information from multiple sources to monitor compliance with applicable regulations and legislation by federally-regulated companies in the air, rail, and marine transportation sectors. In cases where violations are identified, you will develop plans and recommend various courses of action to senior officers and management to enforce compliance.

Intent of the process

This process is to staff:
o Eight (8) determinate positions in stream 1;
o Two (2) determinate positions in stream 2;
o Two (2) indeterminate positions in stream 2.

A pool of qualified candidates could be created to staff future positions with various tenures (indeterminate, deployment, determinate, acting, and assignment/secondment) with similar requirements, various language requirements and profiles and various security requirements.

EXPERIENCE:
Experience conducting research and analyzing lengthy documents and complex information.

Experience in preparing written documents to report facts, analysis, findings and recommendations.

ASSET QUALIFICATIONS

EDUCATION:
Graduation with a degree from a recognized post-secondary institution in a field related to the position being staffed (e.g., travel and tourism, business, arts, social sciences, law or another discipline related to the positions being staffed).

Degree equivalency

EXPERIENCE:
Significant* experience working in a position within or directly related to the federally regulated air, rail or marine transportation industries, or experience in the airline industry or as a travel agent.

Experience applying air carrier conditions of carriage, legislation or regulations in the context of delivering, offering, selling, performing or supporting an air service.

Experience working with an integrated case-management system and related file management and productivity software.

EXPERIENCE (FOR STREAM 1 ONLY):
Significant* experience resolving disputes or supporting decision-makers' resolution of disputes.

*Significant means that the candidates have performed related, complex activities and have experience in dealing with a wide variety of related situations for approximately 2 years.

Pass marks will be established for each qualifications. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. Cut-off scores and/or top-down approach may be used at any stage of the staffing process if there are a sufficient number of candidates to meet anticipated staffing needs.
