Duties

As an IM/IT Programmer / Analyst, you will be responsible for:

►Provides technical support in the development, maintenance and testing of computer-based applications on various platforms such as supercomputers, mainframes, servers and microcomputers.

►Analyzes requirements and develops specifications to write program code, procedures, technical guides and related systems/user documentation, select/develop appropriate test data, scripts and scenarios, conduct a variety of tests to identify program/system errors, and document the results.

►Organizes and/or conducts program/quality assurance testing to ensure that developed applications meet specifications and client requirements.

►Provides advice, guidance and information on work practices and procedures, methods, processes, platforms, technical environments and quality assessment activities required to develop and/or test new or enhanced applications.

►Leads and/or participates as a member on work teams, meetings, committees and working groups, which may involve developing and giving presentations and individual and/or classroom training to clients and colleagues, coordinates the work of students and short-term workers and performs peer-coaching.

Intent of the process

A pool of partially qualified candidates will be established and will be used to staff identical or similar positions with various language requirements (English Essential, English or French Essential and Bilingual Imperative, BBB/BBB) and various security requirements within the Department of Environment and Climate Change Canada in Dartmouth (Nova Scotia), Halifax (Nova Scotia), Burlington (Ontario), Ottawa (Ontario), Toronto (Ontario) and Gatineau (Québec).

These positions may be staffed on an indeterminate or temporary basis.

►EDUCATION:
ED1: Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed OR a graduation with a degree from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Definitions:
Degree: The term “degree” refers to a baccalaureate as established by educational authorities.
Recognized post-secondary institution: A public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.

Degree equivalency

►EXPERIENCE:
EX1: Recent* and significant** experience performing analysis and design of IT solutions based on requirements and /or specifications.
EX2: Recent* and significant** experience in development of software.
EX3: Experience developing solutions using object oriented languages such as Java, C++, C#.
EX4: Experience with performing unit and integration testing.
EX5: Experience with source control management within a development team.

Definitions:
*Recent experience is defined as experience obtained within the last five (5) years.
**Significant experience implies the depth and breadth of experience normally associated with having performed a broad range of related activities for a period of approximately 1 year for those who have graduated with a degree OR for a period of approximately 2 years for the candidates without a degree.

AEX19: Experience with installing, configuring and supporting Commercial Off-The-Shelf software (COTS) including Axios Assyst, WorkDynamics CCM, and Microsoft SharePoint.

Reference Check: Please ensure that your referees have a thorough and direct knowledge of your work and are able to answer specific questions about your achievements and strengths. In addition, supervisors must be able to comment on your abilities and competencies. Referees must have worked with you for at least 6 months in the last 5 years.

Candidates who have been assessed and found to have met all essential qualifications except official language requirements may update their second-language evaluation (SLE) results for as long as the pool is valid. Each candidate can only undergo SLE testing one time within the context of an appointment process; any update to a candidate's linguistic profile must be as a result of subsequent SLE testing done outside of this appointment process.
