• planning and implementing communications and outreach strategies, events and activities;
• media relations;

Intent of the process

The position currently to be filled on an indeterminate basis is the IS-04, Senior Communications Officer, located in Iqaluit, Nunavut. However, depending on future operational requirements, there may be other positions available soon in both Iqaluit and Yellowknife.

The intent of this process is to create a pool of qualified candidates that may be used to staff similar or identical positions with various tenures (such as indeterminate, term, or acting period), linguistic profiles or security requirements within federal departments and agencies located in the Nunavut and Northwest Territories Regions.

EDUCATION:

IS-03/IS-04

A degree from a recognized post-secondary institution or an acceptable combination of education, training, and/or experience.

• At the manager’s discretion, an acceptable combination of education, training and/or experience, may serve as an alternative to the minimum education standard.

Degree equivalency

EXPERIENCE:

IS-03/IS-04

• Recent* experience researching, writing, and editing communications products and materials, such as media lines, news releases, web content, social media content, newsletters, or other publications.
• Experience providing support for special events, such as public events, ministerial or dignitary visits and events, media tours and conferences, or engagement sessions.

IS-03 only

• Experience providing communications advise to internal and external** clients.
• Experience developing and implementing communications plans.

IS-04 only

• Experience providing strategic*** communications advice to internal and external** clients of all levels, including senior management.
• Experience developing and implementing strategic*** communications plans.
• Recent* experience in proactive and reactive media relations, such as facilitating media calls, developing key messages, preparing spokespersons for interviews, coordinating media events, and coordinating response to media inquiries.

*Recent refers to within the last three years.
**External clients consist of parties outside your federal department/region or organization.
***Strategic is defined as anticipating opportunities, articulating and evaluating alternative strategies, and making recommendations on strategic choices.

EDUCATION:

A degree from a recognized post-secondary institution specializing in communications, public relations or public affairs, business administration, journalism, or mass media.

KNOWLEDGE:

• Knowledge of Northern media and media relations strategies.
• Knowledge of desktop publishing or computer graphics programs or photo editing.

• Experience working in a multi-cultural environment, preferably as it relates to Indigenous culture and values.

FOR THE NUNAVUT REGION ONLY

• Experience working in a multi-cultural environment, preferably as it relates to Inuit culture and values.

• Ability to speak Inuktut.
• Ability to coach or mentor people.
