Intent of the process

This process will be used to staff three indeterminate positions. A pool of qualified candidates may be established and may be used to staff similar positions with various tenures (determinate, indeterminate), various linguistic requirements, various security requirements and for various locations within Health Canada, the Public Health Agency of Canada and National Defence. Should the selected candidate already be a public servant, the pool could also be used for acting appointments.

Education:

A secondary school diploma or an acceptable combination of education, training and/or experience.

Degree equivalency

Experience:

1. Significant experience* in applying and interpreting at least one of the following:
• Access to Information Act (ATIA)
• Privacy Act (PA)
• Freedom of Information and Privacy Act (FOIPA)
• Personal Information Protection and Electronic Documents Act (PIPEDA),
• Regulations and related government policies/directives within an official ATIP (Access to Information and Privacy), FOIPA or PIPEDA office**

2. Significant experience* in processing complex*** information within formal ATIA, PA, FOIPA or PIPEDA processes

3. Experience in providing advice to senior officials**** on issues related to the application of access to information and privacy laws such as ATIA, PA, FOIPA or PIPEDA legislation

4. Experience as a mentor/coach for ATIP or FOIPA or PIPEDA Analysts

Notes:
* Significant experience is defined as having performed these tasks as their primary duties on a full-time basis for a period of approximately three (3) years within the last five (5) years.

** Official ATIP, FOIPA, PIPEDA office is defined as the office in the organization that is responsible for the administration of ATIP, FOIPA or PIDEDA legislation for the federal Department/Agency, Ministry, Municipality or Organization.

*** Complex must be demonstrated through the use of a minimum of two (2) concrete examples describing how and why the file was complex and the challenges faced in managing the file. Complexity should include multiple elements such as a number of pages (greater than 1,000), the need to undertake a minimum of five (5) consultations with other government departments or Section 27 notifications to third parties, involvement in legal challenge against the Government of Canada, or issues that are particularly difficult to assess or raise unique issues relating to the application of the legislation.

**** Senior official is defined as Director (or equivalent) or above.

Asset education:

1. Graduation with a degree from a recognized post-secondary institution (a baccalaureate or higher level degree) in a field related to the position.
2. Completion of a certification in access to/freedom of information or privacy program such as University of Alberta Information Access and Protection of Privacy (IAPP) certificate program.

Degree equivalency

Asset experience:

1. Experience in developing and delivering presentations, information sessions or training sessions to a variety of audiences on ATIP, FOIPA or PIPEDA.
2. Experience reviewing or developing Privacy Impact Assessments (PIAs) and Memoranda of Understanding (MOUs) with other institutions related to the sharing of personal information.
3. Experience providing recommendations for privacy breach resolution or personal information management.
4. Experience in developing, reviewing and implementing programs, policies or procedures and related tools
5. Experience preparing program performance reports, such as ATIP Annual Reports to Parliament.
