Duties

STAFFING:

Operational staffing primarily involves the development of strategic advice and guidance on the different options for hiring personnel in the federal public service. The staffing advisors are business partner for their clients and guide them for initiating staffing processes, hiring candidates through various staffing mechanisms, and ensuring that their decisions are aligned with the staffing legislative framework. They inform their clients of the trends, advantages and disadvantages for each of the proposed options and the risks associated with each of their decisions. In addition, their advisory role also leads them to participate in working groups aimed at constantly improving the tools and options available to clients.

CLASSIFICATION:

Classification and Organizational design aligns structures with the mission and objectives of the organization. Specialists in this area analyze functions and workloads; determine the best skills mix (occupational groups, levels, and numbers of positions); and develop effective organizational structures. Classification Advisors analyse the duties assigned to positions against standards established by the Treasury Board to determine the value of jobs, control the government of Canada’s wage bill and ensure employees are compensated appropriately for their work. These Human Resources Advisors conduct a broad range of activities including everything from updating job descriptions, chairing classification committees, managing grievances to leading the organizational design of a new sector.

Global Affairs Canada is looking to recruit individuals who are interested in joining our Human Resources training program. As a member of the HR operations family, and through hands-on experience you will be coached and trained in the art of being a strategic partner to clients who are serving our Canadian interests around the world. We are hiring into entry level positions as Human Resources Advisors, and the training program will support participants in being promoted into working level positions within our team in the National Capital Region.

Intent of the process

The intent of this process is to staff five (5) positions on indeterminately basis.

A pool of qualified candidates may be established and may be used to staff positions within Global Affairs Canada. Tenures and official language requirements and profiles may vary according to the positions being staffed.

EDUCATION:

• Graduation with a degree from a recognized university with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organization development, education sciences, social sciences, sociology or in any other field relevant to the work to be performed.

NOTE: Students graduating from a recognized university program by the end of December 2018 may apply. Evidence will be required later in this process.

NOTE: Indeterminate period incumbents of positions in the PE group on October 1, 1999, who do not possess the education level described above, are deemed to meet the minimum education standard based on their education, training and/or experience.

•EX1: Experience in researching and analysing information and in providing recommendations to clients or stakeholders in a professional environment.

PE-02
•EX1: Experience in researching and analysing information and in providing recommendations to managers in a human resources discipline (e.g. staffing, human resources planning, classification, labour relations, learning and development, compensation, etc.).
•EX2: Experience in the interpretation and application of legislation, regulations and policies governing an HR discipline.

The Human Resources Consultant Simulation Exercise (410) will be administered. These positions are part of the PE Development Program designed to develop individuals from the PE-01 to PE-04 levels. The Program provides a structured developmental experience; composed of learning objectives, developmental work assignments, coaching, training and learning activities, regular feedback, and written performance assessments.

Asset qualifications may be assessed at the screening stage. Therefore, please ensure to indicate if you meet the asset qualifications (education and experience).

A qualified candidate may be offered the position even though he/she does not meet any or all of the asset qualifications. However, asset criteria are desirable and may be invoked at any point of the staffing process by the hiring manager.

ASSET EXPERIENCE:

•AEX1: Experience working in a field related to Human Resources management.
•AEX2: Experience with the Position and Classification Information System (PCIS or PCIS+).
•AEX3: Experience in classification.
•AEX4: Experience in staffing.
•AEX5: Experience in writing or preparing documents such as reports.
•AEX6: Experience in the interpretation and application of legislation, regulations and policies governing an HR discipline in the Federal Public Service.

KNOWLEDGE: (Asset for PE-02 only)

• Knowledge of the relevant legislations, guidelines, policies and practices relating to staffing in the federal government.

Scores are provided only for supervised tests. Unsupervised tests are more vulnerable to security breaches when test scores are provided to test takers. Consequently, pursuant to Section 22 of The Access to Information Act, UIT test scores are not provided because to do so would threaten the validity and continued use of the test.

If you pass the PSEE UIT 370 and are invited to write the supervised version of the test, then you may choose to reuse your existing supervised PSEE 371 test results or take the test again (assuming the re-test period of 180 days has expired). Note that only your previous results on the PSEE 371 will be accepted.
