The Office of the Commissioner of Canada Elections (OCCE) plays an important role in safeguarding Canadians’ trust in the democratic process. The Commissioner of Canada Elections is the independent officer responsible for ensuring compliance with, and enforcement of, the Canada Elections Act and the Referendum Act.
As the Manager, Paralegal and Analytical Support within the OCCE, you will work in a collaborative and multidisciplinary environment that specializes in providing support services to investigations. These services include, among other things, researching, collating, reviewing, evaluating and analyzing information from a variety of sources and the disclosure of evidence.
The Commissioner is supported by approximately 30 people, including federal public servants and independent contractors. The Commissioner's offices are located at 22 Eddy Street in Gatineau in a newer building. It is also located on a major transit hub near restaurants and coffee shops.
The immediate need is to staff one term positions (3 years). A pool of qualified candidates may be established from this process and may be used to staff similar positions at the Office of the Commissioner of Canada Elections and Elections Canada, with varying tenures (such as indeterminate, specified period), according to the position to be staffed.
In the event that an employee of the public service is qualified through this process, and there is a temporary need, he/she may be considered for acting or assignment/secondment opportunities. The approval of his/her substantive supervisor will be required before an acting/assignment/secondment is offered.

Education:
- A degree from a recognized post-secondary institution with acceptable specialization* in economics, statistics or sociology.
*Candidates must have a degree. The courses for specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
Experience:
- Significant* experience in researching, collating, reviewing, evaluating and analyzing information from a variety of sources.
- Significant* experience in developing intelligence products.
- Experience in providing recommendations to management to further intelligence and/or criminal investigations.
- Experience in designing and implementing data collection strategies to determine resource allocations and enforcement strategies.
- Significant* experience in writing reports on complex issues.
- Experience establishing and maintaining working relationships with internal and/or external partners/stakeholders.
- Significant* experience in human resources management**.
*Significant experience is defined as the depth and breadth of experience normally acquired over a period of at least three (3) years.
**Human resources management is defined as managing directly or through subordinate managers, assigning work, establishing performance objectives and indicators, developing resourcing plans, determining needs and approving training, etc. Applicants must indicate the number of employees they supervised.
Asset Qualifications - Experience:
- Experience with analytical tools, databases and/or mapping software (e.g. i2, iBase, Access, ArgGIS).
- Experience in preparing evidence disclosure.
