What is a construction/maintenance health and safety advisor?
Reporting to the regional health and safety manager, the incumbent must regularly monitor the Construction Health and Safety Program.
He or she must provide advice and assistance to the departmental representative regarding OHS aspects of construction projects, and in particular:
• participate in defining health and safety requirements that must be included in the contractual terms and conditions of tender documents;
• review the specific security plan for the construction site developed by the contractor following a risk evaluation to ensure that measures are provided to mitigate the risks identified;
• assist the departmental representative during the planning stage of each project to determine the best way to manage construction safety;
• liaise with federal, provincial and territorial administrations responsible for work to obtain written, accurate interpretations of federal, provincial and territorial laws related to safety on construction sites.
The incumbent must also conduct inspections of construction sites or site surveys to ensure the health and safety compliance of construction projects and maintenance work sites. The incumbent will sometimes have to climb ladders or scaffolding, and visit roofs and boiler rooms with exposure to confined spaces and to noise, dust, smoke, etc. He or she might have to wear personal protective equipment.

Education:
Successful completion of a post-secondary certification program in Occupational Health and Safety or a combination of education, training and/or experience related to construction or maintenance safety.
Experience:
Recent* and significant** experience in :
-construction and/or maintenance safety in Canada.
-providing advice and guidance to management, trades and/or workers.
-development and delivery of presentations, health and safety training programs, and information sessions.
-applying, implementing and monitoring compliance with the Occupational Health and Safety Act, regulations, policies and procedures related to construction sites and/or maintenance activities.
-planning, organizing and oversight of investigations into accident causations, hazard identification and assessment, and worksite inspections.
-working on multi-disciplinary project teams, developing partnerships with internal or external stakeholders, other organizations and/or regulatory agencies
*Recent is defined as having used this skill within the last 5 years.
**Significant means experience that would normally be acquired by a person in a position where the performance of these duties are a core function over a period of at least 5 years.
Education:
Certification or eligibility for certification as a Canadian Registered Safety Professional or equivalency.
Certification:
-Certification in a construction and/or maintenance compulsory or voluntary trade, such as the certificate of competency awarded by the Association paritaire pour la santé et la sécurité du travail du secteur de la construction (ASP) for the Health and Safety on Construction Sites course.
Bilingual - Imperative (BBB/BBB)

-Knowledge of Quebec provincial construction and industrial safety legislation.
-Knowledge of the Canada Labour Code Part II and Canada Occupational Health and Safety Regulations
Abilities:
- Ability to analyze and evaluate documentation related to construction, maintenance safety or occupational health and safety.
-Ability to assess, develop and deliver training or awareness sessions.
-Ability to manage multiple concurrent projects and tight deadlines.
-Ability to communicate effectively orally.

Experience working in the Federal federal Public public Service service in a field related to the position.
