Intent of the process

A pool of qualified candidates will be established and may be used to staff similar positions within Employment and Social Development Canada (ESDC), Elections Canada, Global Affairs Canada, Veteran Affairs Canada and Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) on a permanent or temporary basis, with various position titles, language and security requirements, across Canada.

The pool may be used to staff similar position in other Government of Canada departments and agencies at a later date.

ESSENTIAL QUALIFICATIONS

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Candidates must always have a degree.

The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through courses in other programs such as Social Sciences (anthropology, history, psychology, geography, criminology, and other disciplines associated with social science); Public Administration; Political Science; Mathematics; Computer science; Data Science/Data Analytics; Accounting; Demography/Population Studies; Environmental Sciences; Epidemiology; and Finance.

The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE
E1 – Significant* experience conducting studies in program evaluation or research using qualitative or quantitative methods.

E2- Significant* experience contributing to the writing of evaluation reports or other analytical reports.

E3 – Significant* experience in one of the following areas:
1. Using qualitative methods** to conduct research or analysis; OR
2. Using advanced quantitative*** methods to conduct research or analysis.

*Significant experience refers to the depth and breadth of experience normally acquired over a period of three (3) years
** Qualitative methods refers to methods that explain findings and opinions using non-numeric measurement strategies, including focus groups, key informant interviews, case studies, and literature and document reviews.
***Advanced quantitative methods refers to multivariate analysis including regression analysis, factor analysis, and other related methods.

AE1- Experience using data analytic software* to undertake analysis.

*Examples of data analytic software include: SAS, STATA, R, E-Views, SPSS, NVivo, MAXQDA, ATLAS.ti, Excel or other similar statistical software for qualitative or quantitative analysis.

AE2 - Experience participating in the development of an evaluation plan or a framework.

AE3 - Experience with evaluation or research quasi-experimental and experimental designs.

AE4 –Experience leading meetings with client program officials (partners or stakeholders) to inform them of evaluation initiation and/or progress reporting.

There will be two (2) stages to the assessment process:

Candidates who qualify in both assessment stages will be placed in a pool (a list of qualified candidates). Hiring managers may then invite candidates on this list to participate in informal interviews or reference checks to fill positions.

The questionnaire will assess the essential and asset education; essential and asset experience; as well as the following competencies: Working with Others and Initiative and Action Oriented.

Candidates must meet all the essential criteria in order to be appointed however, the asset may be required, depending on the position being staffed.

You must provide proof of your education during the assessment phase. Candidates with foreign education credentials are required to provide proof of Canadian equivalency. Any applicable fees are the responsibility of the candidate.

Foreign certificates and/or diplomas must be assessed against Canadian education standards. The federal public service will accept any Foreign Educational Credentials as long as they are deemed comparable to Canadian standards, determined by a recognized credential assessment service.

The Canadian Information Centre for International Credentials (CICIC) assists persons who wish to obtain an assessment of their educational, professional, and occupational credentials by referring them to the appropriate organizations.
