Duties

• Analyzes daily, short term and long term demand for vehicles in order to plan the number and type of rentals that may be required to complement the fleet at any given time, and allocates vehicles to drivers based on the drivers' assertions of business requirements, the position incumbent's own knowledge of operational business requirements, and cost-effectiveness to the Crown;

• Challenges the appropriateness of vehicles specified as required by TC drivers, negotiating with drivers, or their managers as required;

• Conducts financial and operational break-even analyses of individual vehicle and local fleet usage, in order to plan and ensure the optimal fleet size at each location (which varies over time), and makes recommendations to own manager and director-level fleet steering committee (the "Steering Committee") with respect to long term geographical reallocations of vehicles;

• Researches operational demand and market supply for vehicles, analyzes vehicle use including mileage and repair & maintenance, and makes recommendations to own manager and Steering Committee in respect of vehicle acquisitions and disposals;

• Authors business cases for acquisition of new vehicles and prepares such justification and financial reporting templates as may be required by the HQ functional authority, for reporting to TC senior management including TMX;

• Accumulates and allocates on a rational basis the fully loaded costs of regional vehicular transportation costs to operational managers, for their use in decision making regarding the allocation of travel budgets and the monthly financial forecasts they provide to the ROG, to Program Accountable Executives in headquarters, and TMX;

• Ensures the secure custody of the regional vehicle fleet, and contributes to the safety of drivers and the cost effectiveness of the fleet by managing the maintenance and repair program;

• Ensures compliance with TC vehicle policy and procedures by TC drivers, their managers and administrative officers, without any line authority to assist; and

• Serves as subject matter expert for geographically-dispersed stakeholders of the Automotive Resources International (ARI) "ARI Insights" fleet management database system (the "ARI system") and the TC National Motor Vehicle Reservation (NMVR) system, training and coaching new or back-up users in other regional offices.

This process may be used to establish a fully qualified pool of candidates that may be used to fill similar or identical positions with various tenures depending on the position being staffed.
