Do you thrive in an administrative environment and take pride in your attention to detail?  Are you up for a challenge and ready to put your skills to the test?  Then you need to join our team! As Procurement Officer in the RCMP's Procurement and Contracting Unit you will be responsible for tasks such as researching and interpreting policies and regulations, drafting government contracts, and providing guidance to clients across the North West Region.  You will make and see a real impact on daily police operations as you create and negotiate contracts for goods, services and construction projects in routine, urgent and even emergency situations.

Intent of the process

This process will initially be used to staff two (2) positions on an indeterminate basis in Edmonton, AB. A qualified pool will be created and used to staff similar positions with various tenures (permanent/temporary) within the Corporate Management Branch of the RCMP.

Should a CM be found qualified and selected for appointment, the appointment will not result in a change of status to another category for the member.

• A secondary school diploma or an acceptable combination of education, training and/or experience.

Degree equivalency

• Recent* experience in providing procurement and/or contracting services.

* Recent is defined as at least 6 months within the past 5 years.

• Recent** experience providing services to clients in a fast-paced, high-volume or multi-tasking environment.

• Recent** experience in using word processing and spreadsheet software such as MS Word and Excel.

** Recent is defined as at least 2 years of experience within the last 5 years.

• Experience interpreting and providing guidance on procedures, policies and/or legislation related to the procurement for goods and/or services.

Degree equivalency

• Accreditation in Procurement

• Recent* experience acquiring goods and/or services using various procurement methodologies such as Standing Offers and Supply Arrangements within (or to) the federal government in a Procurement and Contracting environment.

* Recent is defined as at least 6 months within the past 5 years.

• Experience using an Integrated Procurement-Financial Management System (such as SAP, Oracle).

• Experience providing Procurement and/or Contracting with Comprehensive Land Claims Agreement (CLCA) and Procurement Strategy for Aboriginal Business (PSAB) considerations.

• Willingness and ability to work occasional overtime.

• Willingness and ability to travel for work and/or training purposes using various modes of transportation (including owned or leased government transport, commercial and light aircraft and up to and including remote locations).

Conditions of employment

Reliability Status security clearance - NOTE: Successful candidates will require a valid RCMP security clearance prior to appointment and throughout the tenure of their employment. The process to obtain RCMP security clearance involves a security/reliability interview and a field investigation regarding matters of criminal activity which includes reference checks, verification of credit/financial status, education, employment, etc . As such, the process may take several weeks or months to complete.
