Duties

Reporting to the Regional Director General, the Director of Communications is responsible for the development and management of strategic and operational communications, advice, planning, products and services for the Ministers, Department, Parliamentarians, media, the general public and other targeted audiences.
The Director also plans, organizes and manages human, financial, material and contracted resources for the Communications team delivery of a full-range of communications products and services for the Ontario Region.
The Director serves on the regional management team and contributes to corporate committees and activities as needed.
The Director is responsible for liaising and cooperating on communication projects and activities that involve First Nation Inuit Health Branch programs in Ontario Region.

Intent of the process

This process will be used to establish a pool of qualified candidates.

It may also be used to staff similar positions with various tenures (Deployment, Assignment, Secondment, Acting, Term or Indeterminate) within Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) in different locations with various linguistic requirements and various security requirements (reliability or secret).

By default, and in the interest of the greater public service, pools created as a result of staffing processes at ISC will be shared with other government departments.

Asset Education

A bachelor’s degree from a recognized university in communications, journalism, literature, public relations, commerce (marketing, web management) or another field with related experience

1. Experience managing sensitive communications related to distinctive socio-economic and/or marginalized communities

2. Experience in an environment that required an interdisciplinary understanding of culture, governance and priorities of First Nations in Ontario

3. Experience working in a federal department, provincial ministry or municipal government communications branch

4. Experience in digital communications (i.e. twitter, Facebook, Instagram, etc.)

6. Experience in conducting performance measurement activities, analysis and reporting of communications products or activities

7. Experience managing activities in support of the GoC wide Web Renewal initiative

6. ISC will use the services of a third-party Human Resources Consultant to administer an online assessment. Your name and email address will be provided to this individual to facilitate the administration of the assessment tool(s). This information will only be used for administration of the assessment tool.

7. A variety of assessment tools may be used in the assessment of candidates, such as: * written test, practical test, situational exercise, * oral interview, simulation, presentation, role-play, work samples, performance appraisals and/or * reference checks. Some assessment tools may be administered electronically, others, in-person. (* Indicates those tools that will most likely be used in this process.)

8. Recent and past performance evaluations may be used as part of the assessment. Accordingly, you may be asked to submit a copy of your last two (2) Performance Ratings/Evaluations as part of this selection process. Please be prepared to provide documentation should it be requested from the selection board, such as a public service performance agreement or personal evaluation report at any stage of the staffing process.

9. Online assessments may be scheduled and applicants will be invited to participate in these assessments via email. Applicants MUST make themselves available within the time span of the testing phase. The written/online exam MAY be administered outside of regular working hours including evenings and weekends.

10. If you are not available for the scheduled assessment session, you must inform us immediately. Applicants will be only be rescheduled on a case-by case basis which will be decided based on the circumstances. Supporting documentation may be required at the time of your request in order to be re-scheduled.

11. Applicants are entitled to participate in the staffing process in the official language of their choice and are required to indicate their preferred official language in their application profile.

12. NOTE: The PSRS system will time out after 60 minutes which may which may mean loss of data or work. It is recommended that you draft all responses as well as your CV/résumé in another document on your PC that can be saved (e.g. in MS Word or WordPerfect) and copy/paste into the PSRS system when completed. ISC is not responsible for system problems, which may result in loss or data and/or incomplete or non-submitted applications.
