Transport Canada has recently created a new Center of Excellence on Strategic Investments. We (the Center) will support significant acquisitions and investments in Crown corporations, alternative financing arrangements within the public sector and possible asset recycling. By joining us, you would work on some of the most fascinating projects of the Government of Canada such as the $4B VIA Rail High Frequency Rail proposal and the $130M bypass Railway in Lac-Mégantic.
As an employee of the Center of Excellence, your duties would include:
Investment Planning & Analysis
• Analysis of complex investments and/or divestitures
o Value for money analysis
o Developing and evaluating project/investment structures
o Market sounding
• Expert advice, recommendations and briefings to senior management, Minister and Central Agencies such as Treasury Board of Canada Secretariat and Finance Canada.
• Commercial elements of Cabinet documents and Treasury Board submission
• Contract for expert advisory services

Transactions & Projects
• Implementation of one large complex investment or divestiture:
o Project management strategies
o Commercial terms and conditions
o Allocation of risks

The intent of this advertised process is to staff two (2) Bilingual Imperative Indeterminate positions at Transport Canada, in the National Capital Region. A pool of qualified candidates may be established to meet current and future staffing needs of various tenures and linguistic profiles at Transport Canada in the National Capital Region.

EDUCATION
ED: Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.*
*Note: the economic and statistic curriculum normally associated with an MBA is considered an acceptable specialization.
EXPERIENCE
EX1: Significant* experience working on large scale** investments, projects or procurements.
EX2: Significant* experience in researching and performing quantitative and/or financial analysis of potential investments.
EX3: Significant* experience in preparing strategic decision-making documents and making strategic recommendations to senior decision-makers.***
EX4: Experience in working collaboratively with multiple stakeholders.
EX5: Significant* experience in negotiations with external stakeholders related to large scale** investments, projects and/or procurements.
*Significant experience refers to the complexity and diversity of issues handled and the level of autonomy demonstrated, which is normally associated with the performance of duties for at least three (3) years.
** Large scale refers to investments, projects and/or procurement with cumulative value at approximately $100M.

EXPERIENCE
AEX1: Experience with infrastructure or transportation investments or projects.
