Duties

Informatics Division, comprised of the IT Support / IT Projects sub-division, supports applications of a national focus that are directly related to the priorities and programs of the CCG. Our clients are both internal to ITS but also range from CCG Safety and Security, Seagoing Personnel and Vessel Planning branches to Search and Rescue, Icebreaking and many more.

The IT Application Development and Maintenance Support sub-division is responsible for the maintenance and support of specific CCG systems that have been implemented and are currently in use on land and/or vessels. This sub-division is comprised of the following six (6) teams:

• ATON (Aids to Navigation) Icebreaking and Process;
• Asset Management Systems;
• Human Resources;
• Finances;
• Operations; and,
• SAR and ER (Search and Rescue, and Environmental Response).

Intent of the process

A pool of fully qualified candidates may be established from this selection process and may be used to staff similar positions with various tenures, various linguistic profiles as well as various security clearances (reliability and secret) within the Department of Fisheries and Oceans Canada.

We will be staffing for two streams.
Stream 1: Programmer Analyst - Application Development
Stream 2: Programmer Analyst – Enterprise Solutions

EDUCATION:
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Notes:
1.Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2.It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3.At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

EXPERIENCE:

All Streams:
*Recent and **significant experience in designing and modifying application Graphical User Interfaces (GUI).
*Recent and **significant experience querying relational databases (i.e. Oracle, MS SQL, MySQL) using SQL.
*Recent experience analyzing, defining and documenting requirements and recommending solutions.

Stream 1: Programmer Analyst - Application Development
*Recent and **significant experience in programming in any one or more of the following: C# or VB.Net in Microsoft Visual Studio.
*Recent and **significant experience following Object-Oriented and/or Service-Oriented Architecture concepts and methods.
*Recent and **significant experience programming in JavaScript.

Stream 2: Programmer Analyst – Enterprise Solutions
*Recent and **significant experience in three (3) of the following: designing, developing, testing, implementing and maintaining IT applications, reporting solutions, or databases.
*Recent and **significant experience in authoring three (3) or more technical documents, i.e. Architecture Documents, Functional requirements, options analysis, analysis and design documents.
*Recent and **significant experience in supporting Commercial off-the-shelve (COTS) (i.e. IBM Cognos, IBM Maximo, GIS ESRI).

* Recent experience is defined as experience obtained within the last five (5) years.
** Significant experience is defined by the experience acquired over a period of approximately three (3) years.

KNOWLEDGE:

All Streams:
Knowledge of Software Development Life Cycle (SDLC).
Knowledge of designing and modifying application Graphical User Interfaces (GUI).

Stream 1: Programmer Analyst - Application Development
Knowledge following Object-Oriented and/or Service-Oriented Architecture concepts and methods.

Knowledge of emerging IM/IT trends.

*Experience in programming in any one or more of the following: .NET (VB.NET, C, C# and/or ASP.NET).
*Experience of geomatics standards best practices, and trends.
*Experience in developing GIS applications, or GIS services with the ArcGIS platform version 10+.

*Experience is defined as the experience that would normally be obtained in one (1) year by performing the full range of activities noted, within the last five (5) years.
