Duties

The Executive Director, Flight Operations is accountable for the direction, supervision and administration of all Transport Canada (TC) flight operations nationally and provides flight operation services to other government and non-government clients including DFO-Canadian Coast Guard helicopter operations, pollution and ice patrol, flight inspection, civil aviation inspector training flights and those flight operations conducted in support of other federal departments; for the development of policy, operations manuals and operational directives governing these functions.

As Executive Director, Flight Operations, you would be supervising a contingent of 110 employees located in Ottawa and regional bases. You would also be responsible for a budget of $25 million and 39 aircraft stationed in 15 bases across Canada.

Work environment

Transport Canada provides many important services that ensure Canada's large fleet of civil aircraft conforms to national and international standards.

Located next to the Ottawa Macdonald-Cartier International Airport, the Aircraft Services Directorate responsibilities relate to the provision of aviation services in support of Transport Canada operations, as well as those of other federal departments and agencies.

Intent of the process

Anticipating the retirement of the current incumbent, management wishes to hire a replacement on an indeterminate basis as quickly as possible to ensure the transfer of skills and thus to facilitate the transition.

A pool of qualified candidates will also be created to staff similar positions within Transport Canada.

EDUCATION
Graduation with a degree from a recognized post-secondary institution.
Or
An acceptable combination of education, training and experience in a field relevant to the position.

OCCUPATIONAL CERTIFICATION
Hold or have held a Canadian Airline Transport Pilot License - aeroplane or a Canadian Commercial Pilot License - Helicopter and Group IV IFR rating.

Degree equivalency

EXPERIENCE
Experience in the operation of airplanes and/or helicopters.

Experience in the direction of the development and refinement of company specific policies and directives related to the operation of airplanes or helicopters.

At least 5 years of experience in the direction of the delivery of pilot training programs or flight operations services.

Experience in direction of a geographically dispersed organization.

Experience in the management of human and financial resources.
