Duties

This is founded on a principle of a renewed, nation-to-nation relationship with Indigenous Peoples, based on recognition of rights, respect, co-operation, and partnership.
Indigenous Services Canada is committed to the identification of the best models for delivering improved services to Indigenous Peoples and improve accountability to Indigenous Peoples for the quality of services delivered, including:
- work to leverage the ingenuity and understanding of Indigenous Peoples as well as experts from the private sector, provincial, territorial, and municipal governments and international experts on service delivery. It will be expected for you to assess how Indigenous Peoples experience the delivery of government services on a day-to-day basis and identify ways to improve delivery that are holistic, community-based, and put the needs of the person first.

REGIONAL PROGRAM DEVELOPMENT TEAM LEADER
This position supports the vision of the First Nation and department through strategic thinking focused on client service results. The team leader provides advice and guidance designed to enhance and support the implementation of education programs, initiatives and partnerships. A key activity is to promote and facilitate strategic partnerships with Indigenous communities, other government departments, other levels of government, the private sector and organizations to improve First Nation access to socio-economic development and capacity building opportunities.

SENIOR FIELD SERVICES OFFICER
Working in the Education and First Nation Relations Treaty 6 Directorate, this is an exciting position that allows for the opportunity to balance being a primary contact in the Field engaging with First Nation leadership and administration and internally with various Programs and Services provided by Indigenous Services Canada. This will require an individual with strong leadership skills, excellent interpersonal skills and a demonstrated capacity to work as part of a team.

COMPREHENSIVE COMMUNITY PLANNING OFFICER
Comprehensive Community Planning is an inclusive strategic plan that defines a direction of many program areas to serve as a guide for First Nation communities define and realize vision that is developed by the Nation for the Nation. Your role would be to assist First Nation communities of Alberta in a primarily consultative role, to develop a community based and focused long term plan to meet the individual needs of the Nation. Through your knowledge and experience with various stakeholders you would be assisting First Nation communities synergize through various programs from all levels of government.

Intent of the process

A pool of qualified candidates may be established and used to staff similar permanent and/or temporary vacancies in Edmonton, Alberta.
*Pool could be used for acting appointments under exceptional circumstances to protect employee’s indeterminate status.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION
Graduation with a diploma or a degree from a post-secondary institution in business administration or management, social sciences, public administration, aboriginal studies or in any other field relevant to the work to be performed
OR
an acceptable combination of education, training and experience. The experience component of this is defined as significant (2 years or more) experience in a leadership role including engagement with stakeholders, planning and implementation/monitoring of financial allocations.

Degree equivalency

EXPERIENCE
Experience in providing strategic advice and recommendations to management.
Experience in networking and consulting with various stakeholders.
Experience leading teams, working groups or projects.
Experience preparing management reports (including but not limited to briefing material or financial analysis).

Graduation with a diploma or a degree from a post-secondary institution in management, public administration or education.
Experience working with Indigenous people, community programs and delivery of services.
Experience advising and negotiating with client organizations on complex issues.
Experience mentoring and training staff.

Stream 2: SENIOR FIELD SERVICES OFFICER
Graduation with a diploma or a degree from a post-secondary institution in Chartered Professional. Accountant, Certified Aboriginal Financial Manager.
Experience working with audited financial statements.

Stream 3: COMPREHENSIVE COMMUNITY PLANNING OFFICER
Experience in community-based planning and development.
Experience leading multi-disciplinary work teams.
Experience in developing and implementing horizontal integration strategies within the context of community development.
Experience using facilitation tools and techniques.
