Intent of the process

A pool of partially qualified candidates will be established and will be used to staff identical or similar positions with various language requirements (English Essential and Bilingual Imperative, BBB/BBB) and various security requirements within the Department of Environment and Climate Change Canada in Burlington (ON) and in Toronto (ON). These positions may be staffed on an indeterminate or temporary basis.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

►EDUCATION:
ED1: Successful completion of two years of an acceptable post-secondary educational program in computer science or information technology OR a graduation with a degree from a recognized post-secondary institution with acceptable specialization in computer science or information technology OR 5 years of an acceptable combination of education, training and/or experience in computer science or information technology.

Definitions:
Degree: The term “degree” refers to a baccalaureate as established by educational authorities.
Recognized post-secondary institution: A public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.

Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to having successfully completed a two-year post-secondary program at the institution.
3. At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Degree equivalency

►EXPERIENCE:
EX1: Recent* and significant** experience performing analysis and design of IT solutions based on requirements and /or specifications.
EX2: Recent* experience in development of enterprise applications or components***.
EX3: Recent* and significant** experience developing solutions using object-oriented languages such as Java, C#, or VB.Net.
EX4: Significant** experience with relational (SQL) databases such as Microsoft SQL, Oracle, MySQL, and/or PostgreSQL.

Definitions:
*Recent experience is defined as experience obtained within the last five (5) years.
**Significant experience implies the depth and breadth of experience normally associated with having performed a broad range of related activities for a period of approximately two (2) years.
***Enterprise applications refers to developing an application or component with one (1) or more of the following:
• a multi-platform set of technologies requiring integration.
• Secure login, access control, and/or user rights management
• Multi-tier architecture
• Customization of or integration with Customer Relationship Management software such as Microsoft Dynamics CRM or Salesforce CRM, etc.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

ASSET CERTIFICATIONS:
AOC1: Microsoft Certified Solutions Associate (MCSA), Microsoft Certified Solutions Expert (MCSE), or Microsoft Certified Solutions Developer (MCSD).
AOC2: Project Management Professional (PMP) and/or PRINCE2.
AOC3: Any other certification relevant to the position to be staffed.

►ASSET EXPERIENCE:
AEX1: Experience developing Model-View-Controller (MVC) applications in Visual Studio and the .NET Framework.
AEX2: Recent* experience working with modern JavaScript Frameworks using jQuery, Angular, React, Vue, Typescript, etc.
AEX3: Experience working with WCAG 2.0 AA guidelines for accessibility.
AEX4: Experience developing Geospatial web mapping applications.
AEX5: Experience with customizing and developing for Microsoft Dynamics CRM.
AEX6: Experience implementing, consuming, and working with RESTful web services or APIs.
AEX7: Experience using Azure SaaS and PaaS as part of a software development project to deliver business outcomes.

*Recent experience is defined as experience obtained within the last five (5) years.

►OPERATIONAL REQUIREMENTS:

Candidates who have been assessed and found to have met all essential qualifications except official language requirements may update their second-language evaluation (SLE) results for as long as the pool is valid. Each candidate can only undergo SLE testing one time within the context of an appointment process; any update to a candidate's linguistic profile must be as a result of subsequent SLE testing done outside of this appointment process.
