This position is located in Iqaluit, Nunavut. The salary range for these positions is from $83,007 to $98,777, plus northern allowance (from $19,000 to $31,000 per year) and vacation travel assistance (approximately $2,000-$3,000 per person (i.e. per employee and each of the eligible dependants), twice per year).

This position is located in Iqaluit, Nunavut. The incumbent will be a member of a small team responsible for managing environmental assessment project reviews subject to the Nunavut Agreement and related Acts and Regulations.

Intent of the process

The intent of this process is to staff, on an indeterminate basis, the Senior Environmental Assessment Specialist position.

A pool of qualified candidates will be created and may be used to staff similar or identical positions with various tenures (such as indeterminate, term, or acting period) within federal departments and agencies located in the Nunavut Region.

ESSENTIAL QUALIFICATIONS

EDUCATION:

Graduation with a degree from a recognized university, with acceptable specialization in environmental science, environmental engineering, geology, physics, chemistry, or some other natural science relevant to the position.

Degree equivalency

EXPERIENCE:

• Significant* experience participating in environmental impact assessments and evaluating the environmental impacts of development proposals.

• Experience in providing expert procedural or technical guidance or critical review in relation to the environmental review of projects.

• Experience writing and reviewing technical reports.

• Experience in leading complex projects involving several participants.

*Significant experience is understood to mean the depth and breadth of the experience normally associated with having performed a broad range of various complex related activities.

ASSET QUALIFICATIONS

EXPERIENCE:

• Experience in the supervision of staff.

• Experience participating in environmental impact assessment processes for major development projects in a Northern environment.

• Experience working in the context of the Nunavut Agreement.

• Significant* experience chairing or leading, committees, workshops or community meetings.

• Experience working in a cross-cultural environment, specifically as it relates to Inuit culture and values.

• Experience working in a northern environment.

• General knowledge of the northern biophysical environment and of the principles of sustainable development.

• Knowledge of process steps and important concepts in completion of environmental impact assessments for major development projects.

• Ability to perform critical analysis of complex issues and situations, and provide reasoning behind the analysis.

• Ability to communicate in a professional manner, effectively and efficiently, both orally and in writing.

• Ability to lead and participate effectively in working groups and committees with various stakeholders with potentially conflicting interests.

• Ability to develop and manage contractual arrangements for the purpose of obtaining expert advice.

• Ability to apply Article 12 of the Nunavut Agreement to project scenarios.

Knowledge of the mandate of Crown-Indigenous Relations and Northern Affairs Canada in Nunavut, particularly as related to the management of natural resources.

• Ability to communicate in Inuktitut.

ORGANIZATIONAL NEEDS

Aboriginal Peoples: Preference given to persons self-identifying as Inuit enrolled under the Nunavut Agreement.

OPERATIONAL REQUIREMENTS

• Availability to work outside regular working hours.

• Willingness to travel on small aircraft, helicopters, boats, snowmobiles and all-terrain vehicles.
