The first position is a Senior Access to Information and Privacy (ATIP) advisor at Innovation, Science and Economic Development Canada within ATIP services (Bilingual imperative BBB/BBB).

The second position is a Senior Analyst at Health Canada within the Privacy Management Division (Bilingual Imperative CBC/CBC).

Employees at the same group and level may be considered first for deployment.

Duties

INNOVATION, SCIENCE AND ECONOMIC DEVELOPMENT POSITION:

- ATIP Senior Advisor, with a focus on Privacy, Policy and Outreach: Participate in the effective management of the Access to Information and Privacy (ATIP) Acts, and related policies at Innovation, Science and Economic Development Canada, by providing policy guidance, delivering outreach and awareness activities to departmental officials including preparing briefing material and reports to senior management.

HEALTH CANADA POSITION:

- Reporting directly to a Senior Policy Analyst of the Privacy Management Division at Health Canada, the Senior Advisor will be responsible to provide advice and guidance to clients on privacy matters, investigate privacy breaches, to support the development of privacy impact assessments and to plan and carry-out presentations and outreach activities in support of the division’s stakeholder relations and promotional strategies.

Intent of the process

EDUCATION (ESSENTIAL):
- A post-secondary school diploma or an acceptable combination of education, training and experience in a field related to the position.

Degree equivalency

EXPERIENCE (ESSENTIAL):
- Recent* and significant* experience providing advice on Privacy legislation and policy requirements related to managing personal information such as its collection, use, disclosure and disposal.

*Recent is defined as experience acquired within the last 5 years.
*Significant experience is defined with having performed a broad range of various, complex activities which are normally associated with full time performance of the duties for two years.

- Experience preparing briefing documents for senior management* such as briefing notes, reports and presentations.

*Senior Management is defined as Director, equivalent or above.

KNOWLEDGE (ESSENTIAL):
- Knowledge of the Privacy Act.
- Knowledge of the Treasury Board Secretariat Policy on Privacy Protection and associated regulations, directives, guidelines, and standards.

ABILITY (ESSENTIAL)
- Ability to communicate effectively in writing.

EDUCATION (ASSET) :
- A valid International Association of Privacy Professionals (IAPP) certification such as Certified Information Privacy Professional (CIPP), Certified Information Privacy Manager (CIPM) or Certified Information Privacy Technologist (CIPT).

Degree equivalency

EXPERIENCE (ASSETS)
- Experience in preparing and delivering Access to Information or Privacy training sessions.
- Experience reviewing or developing privacy impact assessments.
- Experience managing privacy breaches.
- Experience developing privacy policy instruments (policies, guidelines or standards).
- Experience assessing and providing privacy advice regarding the re-identification risks of anonymized data or on big data.

OPERATIONAL REQUIREMENTS:
- Able to work overtime on short notice, as required.
