Candidates must clearly demonstrate how they meet the essential education and experience factors listed by answering the screening questions. For each of the screening questions, provide clear and concrete examples and details of where, when and how you obtained the experience. For example, for each experience requirement, you must list where you gained the experience, your title at the time, a description of the tasks you performed relevant to the experience factor, and your accomplishments.

As a possible secondary source to validate your experience, provide an up-to-date résumé that clearly outlines your education and experience.

Failure to provide the above information may result in your application being rejected from the process.

Asset qualifications will be an important factor that will be considered for specific positions being staffed. Therefore, if you meet the asset education and experience, it is to your advantage to demonstrate this in your application as well.

Intent of the process

A pool of partially assessed and/or fully assessed candidates will be established to staff CS-04 positions within the Information Management Services Branch with various linguistic profiles and tenures (permanent and temporary) with functions that must be performed from one of the CSC Regional Administration offices across Canada.

This process may also be used to staff similar positions. Note that the job description is currently under review. If the classification of the position is revised, this pool may be used to staff the positions.

Education

Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed, or an acceptable combination of education and information technology related experience.

Degree equivalency

Experience

Recent (1*) and significant (2*) experience in providing recommendations to senior management (7*) on complex issues (3*) related to the delivery of IT projects or services

Recent (1*) and significant (2*) experience in consultations, negotiations, and partnership development with internal and external stakeholders

Recent (1*) experience in managing Human Resources (4*) and financial (5*) resources

Recent (1*) experience managing the delivery of diverse IT programs (6*) within a large organization (8*)

Definitions:

1* - "Recent experience" is defined as experience acquired in the last five (5) years.

2* - "Significant" is defined as having the depth and breadth of the experience normally associated with having performed a broad range of various, complex related activities over a period of at least three (3) full years.

3* - ‘’Complex issues’’ are issues with at least two (2) of the following characteristics:
multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a potential for significant media coverage. Candidates need to clearly demonstrate the complexity of the issues they dealt with.

4* - “Human Resources”: Applicants must clearly demonstrate that they have managed human resources in a multi-disciplinary IT team environment. Some examples of managing human resources may include: assigning work, managing performance, developing resourcing plans, determining needs and approving training, etc. Applicants must indicate the number of staff they supervised and the duration.

5* - "Financial Management": Applicants must show evidence of managing and being accountable for a budget. Some examples of managing financial resources may include: full delegation for a budget, forecasting, planning, budget allocation, reporting, etc. Applicants must also indicate the size of the budget they managed and the duration.

6* - ''Diverse IT program” which is defined as a portfolio comprised of multiple IT service lines that are managed and coordinated as one unit with the objective of achieving outcomes and benefits for the organization.

7* - “Senior management”: executives at the Director level or above (EX-01), or the equivalent in private sector

8* - “Large organization”: 500+ employees with multiple geographical locations

Education

Graduation with a degree (Bachelor's degree) from a recognized post-secondary institution in computer science, information technology, information management or another specialty relevant to the position.

Professional certification in Information Technology Infrastructure Library (ITIL).

Degree equivalency

Experience (Assets)

Experience in developing business plans for an IT organization.

Experience in the management of delivery of one or more services: IT Security, IT Service Desk, application development and maintenance, data systems.

Experience managing IT service delivery in a correctional service environment.

Experience managing a geographically dispersed IT workforce.

Operational Requirement

Willingness to travel in remote locations
Willingness to work overtime
Willingness to be on stand-by/ on call 24/7.
