Beginning in 2017-18, we created in-house capacity for human resources, which services were historically outsourced to other government departments. There is a need in 2018-19 to stabilize and enhance these functions to meet our growing needs. In addition, the Agency will grow by 50% in 2018-19 with increased resources in its supervision and promotion, and internal services teams. It is in this context that we are searching for an experienced Director HR for a two year period.
In your role as Director HR, you will be responsible for providing leadership to the design, development and implementation of HR strategies and programs, policies, and accountability frameworks in regard to workplace effectiveness or workforce development, and will be accountable for ensuring high quality and consistent services across the Agency. You will be responsible for developing the strategies and operational directions for HR programs in the context of a separate employer organization, and ensuring that such programs respond to our unique business challenges, while aligning with our vision, strategic direction and priorities for HR management. Your position plays a key role in influencing the culture and change management. You must have a solid understanding of the GoC HR direction and HR initiatives and focus on building a high performance organization. You will be working with all HR areas of expertise to support clients with an integrated approach and support ongoing alignment to HR practices and programs. Understanding the business strategy and knowing what HR initiatives will actively support successful implementation is an important driver of success in this role.
As this is a temporary opportunity, this process will result in a two year Interchange Canada Agreement (your manager's approval will be required) or a term employment.

EDU Degree from a recognized university
E1 Significant (1*) experience in providing strategic leadership and direction in the delivery of (a) compensation and labour relations and (b) human resources planning
E2 Significant (1*) experience in providing strategic advice, briefings and recommendations to Senior Management (2*) on complex (3*) and diverse human resources management challenges and issues
E3 Experience in leading innovation and the implementation of change management strategies
E4 Recent (4*) and significant (1*) experience in managing human (5*) and financial (6*) resources
Definitions:
(1*) Significant experience is understood to mean the breadth and depth of experience normally associated with having performed a broad range of complex activities related to the job over a period of at least (3) three years
(2*) Senior Management is considered to be equivalent to DG level or higher in the public service
(3*) “Complex” refers to challenges and issues with at least 3 of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting, having a major impact on the program delivery for the public service or having a potential for significant media coverage
(4*) Recent experience is understood as experience acquired in the last five (5) years.
(5*) Managing a human resources unit includes the following activities: supervising staff, establishing vision, setting priorities, establishing work plans and performance objectives, conducting performance assessments, and approving training. (6*) Managing financial resources includes the following activities: financial delegation for a budget, being responsible for financial planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed directly
