Duties

As a Senior Conservation Architect Advisor, the selected candidate will have the opportunity to work on many of Canada’s most cherished heritage assets. The responsibilities will include:

• Providing strategic architectural advice and recommendations to peers, senior management, clients and consultants;
• Leading multi-disciplinary teams to deliver services in support of significant conservation projects;
• Applying conservation principles and best practices, including the Standards and Guidelines for the Conservation of Historic Places in Canada, within the context of conservation projects of various sizes and complexity;
• Leading the planning, coordinating and delivering various studies, investigations, evaluations, design services and/or deliverables including options and proposals;
• Participating in the development of project definition documentation;
• Participating in the procurement of conservation services, including writing terms of reference and requests for proposal;
• Providing contract administration support services, including coordinating quality assurance reviews and comments on consultant deliverables.

Intent of the process

PSPC is seeking a dynamic individual to join its Conservation Architecture team in Atlantic Canada.
The immediate need is to staff one English Essential indeterminate Senior Conservation Architect Advisor position in Halifax, NS.

A pool of candidates may be established through this process to staff similar positions at an identical or equivalent group and level with various linguistic requirements and various security profiles at Public Services and Procurement Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

OCCUPATIONAL CERTIFICATION:
• Licensed to practice Architecture by a recognized Provincial Association in Canada.

EXPERIENCE:
• Experience providing professional advice and recommendations to project teams and clients.

• Experience planning or producing conservation studies, investigations, evaluations, design services and/or deliverables.

• Experience in the preparation of construction documents and the administration of contracts for consultant services.

• Significant* experience as a team leader in the delivery of services in support of one of the following:
- multi-disciplinary conservation projects valued at $10M or greater
- complex** multi-disciplinary conservation projects.

* Significant experience is defined as experience associated with having performed these duties on a full time basis over a period of approximately five (5) years within the last ten (10) years.

** complex is defined as projects with high performance or innovative design/building science/systems solutions, evidence based design, life cycle modeling, multiple stakeholders, high target sustainable design practices/targets or elements, non- traditional procurement methods (fast tracking/construction management, design build, public, private and partnership {P3})

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

ASSET EDUCATION:
• Graduate and/or post graduate training and/or certification in architectural heritage conservation from a recognized institute or university

• Recognized training in architectural heritage conservation.

Degree equivalency

ASSET EXPERIENCE:
• Experience working with organizations that promote heritage conservation

• Experience supervising employees who deliver professional and technical services

• Experience providing feedback on the effectiveness of policies, standards, guidelines and/or directives.

• Experience identifying, monitoring or assessing opportunities as it relates to the application of new technologies or trends relating to the conservation of heritage assets.

• Knowledge of historic construction methods in the Canadian context
• Knowledge of applicable policies, standards, guidelines and/or codes currently in force, including heritage conservation principles such as the Standards and Guidelines for the Conservation of Historic Places in Canada, in the context of investigations, built projects and/or project reviews
• Knowledge of investigative and testing techniques related to heritage building condition assessment.
• Knowledge of techniques used to conserve heritage buildings.

• Willingness to travel to remote locations
• Willingness and ability to work overtime on occasion on short notice including weekends.

Conditions of employment

• Security: Reliability Status or Secret security clearance, depending on the security requirement of the position.

• Must maintain registration with a provincial architectural association in Canada, preferably where project(s) are performed, for the duration of his/her employment.
• Willingness and ability to work in and around construction sites, undergo construction safety training certification and wear personal protective equipment
• Possession of a valid provincial driver's license or personal mobility to the extent normally associated with the possession of a valid driver's license, within the limits of Treasury Board policy.
• Adherence to the Public Service and Procurement Canada code of conduct
