Intent of the process

The intent of this appointment process is to staff one position. However, a pool of qualified candidates may be established through this process in order to staff identical or similar positions within the Department of Employment and social Development Canada that could have different duration, linguistic profile and/or security requirements depending on the position being staffed.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization

The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE

E1 – Significant experience* in program evaluation.

E2 – Significant experience* with writing evaluation reports.

E3 – Significant experience* in providing recommendations to senior management (Director, Director General or above or private sector equivalents).

*Significant experience refers to the depth and breadth of experience normally acquired over a period of four (4) years.

EXPERIENCE

AE1– Experience using statistical software** to undertake analysis.
AE2 – Experience with evaluation or research quasi-experimental and experimental designs.
AE3 –Experience leading meetings with client program officials (partners or stakeholders) to inform them of evaluation initiation and/or progress reporting.
AE4 –Experience supervising on-site team activities to ensure that the evaluation plan is being followed and that approved evaluation objectives and criteria are being addressed.
AE5 – Experience supervising or leading work teams on a short-term basis.

**Examples of statistical software include: SAS, STATA, R, E-Views, SPSS, NVivo, MAXQDA, ATLAS.ti, Excel or other similar statistical software for qualitative or quantitative analysis.

Process Details

There will be two (2) stages to the assessment process:
1. Online Application
2. Online Exam

Candidates who qualify in both assessment stages will be placed in a pool (a list of qualified candidates). Hiring managers may then invite candidates on this list to participate in informal interviews or reference checks to fill positions.

Application Process

During the application process, you must upload your resume and answer a series of screening questions. The online application may take 1-2 hours to complete. The questionnaire will assess the essential and asset education; essential and asset experience; as well as the following competencies: Working with Others and Initiative and Action Oriented.

Candidates must meet all the essential criteria in order to be appointed however, the asset may be required, depending on the position being staffed.

You may save your application as a draft and return to it at a later date. Your application must be completed and submitted in order to be considered. Partially completed applications, or those in draft cannot be considered. You can make modifications to your submitted application at any time, but once your application has been selected for screening, you will no longer be able to make modifications and your submission will be considered final.

Please note that asset qualifications, top-down and/or random selection may be used to identify which applications will be given further consideration.

Education

You must provide proof of your education during the assessment phase. Candidates with foreign education credentials are required to provide proof of Canadian equivalency. Any applicable fees are the responsibility of the candidate.

Foreign certificates and/or diplomas must be assessed against Canadian education standards. The federal public service will accept any Foreign Educational Credentials as long as they are deemed comparable to Canadian standards, determined by a recognized credential assessment service.

The Canadian Information Centre for International Credentials (CICIC) assists persons who wish to obtain an assessment of their educational, professional, and occupational credentials by referring them to the appropriate organizations.

Original diplomas, degrees or certified transcripts may be required and must be presented upon request. Failure to produce required documents will result in your application not being considered.
