Duties

The selected candidate will define cutting edge business solutions for data management, metadata handling, the use of computer systems, information flow and architecture. The selected candidate will participate in the deployment, security, maintenance and continual monitoring of the platform environment, and will liaise with service providers, business analysts and subject matter experts.

Work environment

The Financing, Administration, and Management Systems (FAMS) sector is characterized by its program delivery support role, particularly in terms of the administration and financial management of contribution agreements. FAMS also plays a role in reviewing business processes to optimize services to Indigenous communities. The sub-sector Management Systems is responsible for process analysis, database management and collaboration tools as well as the implementation of projects that facilitate the collection of health data.

Intent of the process

MODIFICATION ***We have one permanent position to staff*** for fall 2018. This position is located in the Quebec Region, in our Montreal office, located at 200 René-Lévesque Boulevard West. A pool of qualified candidates will be established and may be used to staff similar positions with various tenures (temporary, permanent), within Indigenous Services Canada, Quebec Region. Should the selected candidate already be a public servant, the pool could also be used for acting appointments.

Bachelor’s degree from a recognized post-secondary institution in computer science, information technology or in another field related to the position to be filled.

EXPERIENCE

STREAM 1
EXP1: Recent and significant experience* in analyzing, designing and integrating business solutions using a SharePoint environment.
EXP2: Recent and significant experience* in administering and configuring a SharePoint system.

STREAM 2
EXP1: Recent and significant experience* in setting up and managing MS SQL Server databases.
EXP2: Recent and significant experience* in developing reports or reporting tools with MS SQL Reporting Services.

STREAM 3
EXP1: Recent and significant experience* in administering and configuring an ArcGIS Server and ArcGIS Portal.
EXP2: Recent and significant experience* in developing GIS web applications with ArcGIS Portal or ArcGIS Online.

ALL STREAMS
EXP3: Recent and significant experience* in developing and maintaining solutions, including data management and application development.
EXP4: Experience with a data warehouse.
EXP5: Experience in providing advice, guidance or direction on processes, procedures or technological or technical requirements to team members or clients.

* Recent and significant experience is defined as the depth and breadth of experience that is normally gained within a period of three (3) years in the past five (5) years.

K1: Advanced knowledge of Microsoft SharePoint (2010, 2013 or 2016).

STREAM 2
K2: Advanced knowledge of MS SQL Server and MS SQL Server Reporting Services (2008, 2012 or more recent versions).
K3: Advanced knowledge of MS Excel.

STREAM 3
K4: Advanced knowledge of ESRI ArcGIS Desktop, Server, Portal and Online (10.x).

ALL STREAMS
K5: Knowledge of systems development methods (logic model, physical model) used to create applications that meet customer requirements.
K6: Knowledge of the SQL language to exploit relational databases.
