Innovation and Chief Information Officer Branch of Library and Archives Canada is looking for dynamic, innovative and out of box thinking individuals to join our team. We assist Library and Archives Canada in acquiring, preserving and show casing the rich Canadian documentary heritage. The intent of this process is to staff a position within the Innovation and Chief Information Officer Branch's executive group on a permanent full-time basis. A pool of fully or partially qualified candidates may be established through this process to staff similar positions at the CS-05 group and level with various tenures within Library and Archives Canada.

Edu - Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Exp1 - Significant* experience in providing strategic advice to senior management on IM/IT issues, services or solutions in support of business imperatives.
Exp2 - Experience building working relationships within and outside an organization to support departmental objectives.
Exp3 - Significant* experience working with a diverse set of stakeholders to coordinate the delivery of IM/IT-related complex projects or initiatives.
Exp4 - Experience in managing human*** and financial**** resources.
*Significant experience is defined as the depth, breadth and diversity of experience normally acquired through performing a broad range of various and complex activities.
***Human resources management: Applicants must clearly demonstrate that they have
managed employees including performance management and developed human resources plans or have contributed to the establishment of these. Applicants must indicate the number of staff they supervised directly.
****Financial management: applicants must show evidence of managing and being accountable for a budget. This experience is defined as being responsible for sound financial planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed directly.

Ability to communicate effectively orally.

AEd - Degree from a recognized post-secondary institution in computer science, information technology, information management or another specialty relevant to the position to be staffed.
- Information Technology Infrastructure Library (ITIL) foundation Certification or above;
- Enterprise architecture certification (such as TOGAF);
- Project management : PMP or Prince 2 Certification;
- Certified Business Intelligence Professional (CBIP).
AExp1 - Significant* experience in the design, architecture, implementation and management of complex**** IM/IT applications and solutions;
AExp2 - Significant* experience in the management of two of the following functions related to cyber and IM/IT security: strategies, architecture, system design, threat and risk assessments, vulnerability assessments or operations.
AExp3 - Experience with the cloud technologies of one major cloud vendor, including the architecture, strategies, design, threat and risk assessments, vulnerability assessments and operations.
*"Significant experience" is defined as the depth, breadth and diversity of experience normally acquired through performing a broad range of various and complex activities.
Complex**** is defined as having two (2) or more of the following factors:
a)a geographically distributed or large (1000+) user base;
b)a requirement for high availability and high reliability;
c)a multi-platform set of technologies requiring integration,
d)a multi-tier diverse set of technologies requiring integration;
e)requires specialized expertise and/or state of the art technology;
f)Supports a large number of stakeholders with diverse interests.
g) Requires collaboration and coordination of multiple stakeholders such as service providers; vendors; service delivery agents; etc.
