Duties

Manager, Maintenance Support (RPS) : Maintenance Support Services provides real property support services for crown-owned buildings and facilities owned by PSPC as well as for other government department buildings and facilities. Our services and expertise include: acting as a general contractor, procurement of materials and rental of equipment and delivery of consulting services in specialized trades areas such as heritage stone masonry, iron work, carpentry, low voltage electricity, Government of Canada signage, and emergency support including the management of a large fleet of various vehicles and equipment. Maintenance Support Services also manages a pool of Building Systems Technicians who provide maintenance and operations of building systems in government owned buildings in Ottawa and surrounding areas.

Senior Manager Operations (PPB) : Provides strategic and professional advice, options and recommendations to branch senior management in the development of plans, new programs and service deliveries related to Buildings in Transition or Technical Operations. Briefs branch senior management on plans, service delivery, target levels and the status of high profile time/politically sensitive projects related to the delivery of newly renovated assets, the status of assets under renovation or various initiatives related to the ongoing operational support activities being managed by Technical Operations. Analyzes branch priorities, activities and organizational changes related to either Buildings in Transition or Technical Operations and identifies key issues, client concerns and other elements related to the performance of these sub-sectors and develops appropriate strategies, standards and best practices to achieve improvements and meet client and departmental demands and requirements.

Senior Manager, Technical Operations (PPB): will manage a diverse team of service providers, that includes, but is not limited to: managers, officers, clerks, Subject Matter Experts (SME) and trades in the support of the operations and maintenance (O&M) of the sector.

Manager, Buildings in Transition (PPB): will also manage a diverse team that includes, but is not limited to: a property management portfolio consisting of a Property & Facilities Manager (PFM), Property and Facilities Officers (PFO’s) and a team of Buildings Systems Technicians (BST’s). The Manager, Buildings in Transition will also manage the activities of specialized Integration Managers and Commissioning Agents.

Intent of the process

This process will staff the following positions: Manager, Maintenance Support (Real Property Services) / **Senior Manager Operations, Senior Manager Technical Operations and Manager, Buildings in Transition (Parliamentary Precinct Branch)

A pool of partially qualified candidates may be established through this process to staff identical or similar positions within the Department of Public Services and Procurement Canada (PSPC) with various bilingual language requirements and various security requirements. The positions to staff are located in Ottawa but the pool can be used to staff positions in Gatineau.

EDUCATION:

Secondary school diploma or an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:

Significant* experience in managing human resources including trades and/or building systems technicians in a real property environment (such as but not limited to: electrician, masonry, carpentry, etc).

Experience in financial management.

*Significant is defined as experience acquired for a period of at least 2 years.

EDUCATION:

Post-secondary education program in Building Systems Technology or in a field related to the position from a recognized College or Technical Institute (Attestation, Certificate, Diploma).

Hold a valid certificate in another specialty related to building technologies.

EXPERIENCE:

Experience in maintaining building systems.
