A pool of fully qualified and partially qualified candidates may be established and may be used to staff positions with various tenures, various language requirements (bilingual imperative BBB and CBC) and various security requirements within Fisheries and Oceans Canada and the Canadian Coast Guard.

Education:
Diploma or degree from a recognized post-secondary institution in a field relevant to the duties of the position
Experience:
• *Significant and recent** experience in one or any combination of the following areas acquired through the performance of duties over a period of two (2) years or more:
- Finance;
- Project cost estimation (costing);
- Project management;
- Business analysis;
- Performance measurement;
- Program management;
- Data management;
- Business process improvement.
• *Significant and recent** experience in researching complex*** data;
• *Significant and recent** experience in analyzing project proposals;
• *Significant and recent** experience in developing and presenting analytical findings to senior management**** ;
• Experience in the supervision of staff or leading a team.
* Significant is understood to mean the depth or breadth of experience normally associated with having performed related activities which are normally obtained over a period of two (2) years or more.
** Recent experience is defined as being within the last five (5) years.
*** Complex includes items that could refer to: being national in scope; having many elements or dimensions; having significant public visibility; featuring significant involvement by partners or stakeholders; being financially challenging, etc.

Education:
A degree from a recognized institution.
Occupational Certification:
• Eligible for recognized professional designation or certification in project management;

• Eligible for recognized professional designation or certification in business analysis;
• Eligible for recognized professional designation or certification in process improvement;
• Eligible for recognized Cost Estimating Certification (PCEA, CCEA, etc.),
Experience
• Recent experience in developing or leading complex costing activities in support of service delivery (for example: activity-based costing, fixed and variable cost analysis) using costing software (Excel, True Planning, etc.);
• Experience in the preparation of Treasury Board Submissions, Memorandum to Cabinet or Business Cases or Briefing Notes;
• Experience in leading business improvement projects using Lean, Six Sigma or other similar quality management methodologies;
• Experience planning program activities or reporting performance, in a government setting.
Abilities and Skills
• Ability to write procedures and develop process maps based on business processes.
