Duties

The duties of the Senior Contracting Officer include but are not limited to:
• Management and provision of the acquisition of goods, services and construction/renovation for the RCMP.
• Provision of information on all aspects of the acquisition process to clients and subordinates regarding procurement and contracting to ensure probity, value-for-money and compliance with Treasury Board Contracting Rules and Regulations.
• Develops, interprets, disseminates and coordinates RCMP procurement and contracting policies, regulations, guidelines and procedures which harmonizes with the goals and objectives of the department and the federal government.
• The Team Lead (Stream 1) supervises employees and is responsible for assigning work, evaluating performance and providing advice and guidance.

Intent of the process

This process will initially be used to staff three (3) indeterminate positions in Edmonton, AB, and ANTICIPATORY positions in Regina, SK and Winnipeg, MB. A qualified pool of candidates will be created and used to staff similar positions with various tenures (permanent/temporary) within the Corporate Management Branch of the Royal Canadian Mounted Police.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Required for both streams (Stream 1: Team Lead, Stream 2: Specialist):

Successful completion of secondary school education or an acceptable combination of education, training and/or experience.

Degree equivalency

Required for both streams (Stream 1: Team Lead, Stream 2: Specialist):

Recent and significant* experience in at least four (4) of the following six (6) procurement activities:
• Developing or implementing of procurement strategies and plans;
• Preparing Requests for Proposals (RFP) and resulting contracts for the procurement of goods or services or construction;
• Developing technical evaluation criteria or conducting bid evaluations;
• Thoroughly reviewing statements of work (SOW);
• Establishing methods of supply and warding contracts;
• Providing strategic procurement advice to both clients and management on contracting issues.

(*Recent and significant experience refers to a minimum of two (2) years of experience within the last five (5) years.)

Required for stream 1 only:

Recent* experience supervising subordinates.

Asset Qualifications are required for both streams (Stream 1: Team Lead, Stream 2: Specialist)

• A degree from a recognized post-secondary institution; OR graduated with a diploma from a recognized technical institute or college; OR obtained a certification from a program related to procurement.

Degree equivalency

• Experience applying the Federal policies and applications regarding Comprehensive Land Claims Agreements (CLCA’s) and Procurement Strategy for Aboriginal Business (PSAB).

• Experience in tendering and awarding Federal Government contracts for: Capital/Real Property construction in excess of $500K; and/or Services in excess of $1M.

• Recent* and significant** experience procurement and contracting within the Federal Government.

• Recent* and significant** experience using an integrated financial and materiel management system.

(*Recent is defined as: within the last 3 years from the submission date of your application.)
(**Significant is defined as: the depth and breadth of experience normally associated with performance of duties for a minimum of two (2) years.)

Operational Requirements are required for both streams (Stream 1: Team Lead, Stream 2: Specialist)

Conditions of employment

Reliability Status security clearance - NOTE: Successful candidates will require a valid RCMP security clearance prior to appointment and throughout the tenure of their employment. The process to obtain RCMP security clearance involves a security/reliability interview and a field investigation regarding matters of criminal activity which includes reference checks, verification of credit/financial status, education, employment, etc . As such, the process may take several weeks or months to complete.
