Stream 1 - Standards Specialist:
The Standards Specialist plans and manages the development and maintenance of National and the Canadian General Standards Board (CGSB) consensus standards and CGSB specifications in a variety of subject fields. The Standards Specialist resolves conflicting viewpoints of stakeholders during standards development and provides advice on standard development procedural matters. The Standards Specialist prepares project proposals for standards development and maintenance on a business-like, revenue dependent basis. The Standards Specialist participates in international and national standardization activities, and represents Canada through the SCC in committees of the International Organization for Standardization (ISO). The Standards Specialist participates in development of CGSB standards policies and procedures and promotes the Canadian General Standard Board’s services, for example by participating in trade shows and presentations.
Stream 2 – Quality Assurance and Conformity Assessment Specialist:
The Quality Assurance and Conformity Assessment Specialist provides registration and certification services to various stakeholders within the public and private sectors. He or she will coordinates operational activities of certification programs such as ISO 9001, ISO 14001, and product or personnel certification. The Quality Assurance and Conformity Assessment Specialist also monitors programs based on measures of business realization and writes/reviews associated reports. In conjunction with stakeholders, the Quality Assurance and Conformity Assessment Specialist manages administrative aspects and identifies, proposes and plans the direction for programs and services. The Quality Assurance and Conformity Assessment Specialist will also prepare and provide advice on proposals, reports or documents. The Quality Assurance and Conformity Assessment Specialist will also facilitate meetings and discussions as well as negotiate with the various levels within the Public or Private sectors on aspects relating to programs standards policies and procedures and promotes the Canadian General Standard Board’s services, for example by participating in trade shows and presentations.
Stream 3 - Auditor:
The auditor will provide auditing services against various standards such as ISO 9001, ISO 14001, ISO 22000. The auditor is responsible for leading the daily activities of registration programs, writing and reviewing reports, preparing audit proposals and estimates on a business-like, revenue dependent basis. The Auditor participates in international and national standardization activities, and represents Canada through the SCC in committees of the International Organization for Standardization (ISO). The Auditor participates in development of CGSB standards policies and procedures and promotes the Canadian General Standard Board’s services, for example by participating in trade shows and presentations.
The intent of this advertisement is to staff positions within the Specialized Services Sector at Public Services and Procurement Canada in three streams. A pool of partially qualified candidates could be established to staff identical or similar positions within Public Services and Procurement Canada.
The PG classification of the positions to be staffed is currently under review. These positions may later be reclassified under the PM category. Applicants from outside the PG classification are encouraged to apply as the primary requirements are for policy and program development and delivery expertise which are also developed in areas unrelated to procurement.

EDUCATION - All Streams:
A diploma from a recognized post-secondary institution OR an acceptable combination of education, training and/or experience
CERTIFICATION - Stream 3 - Auditor:
Certification as an ISO Quality or Environmental management system Lead Auditor or Auditor by an accredited auditor certification program, such as RAB/QSA (Registrar Accreditation Board/Quality Society Australasia), IRCA (International Register of Certified Auditors), Eco Canada Certification (former CECAB), AAC (Audit Association of Canada), QAEA (Québec Association of Environmental Auditors).
EXPERIENCE:
All streams:
Experience in planning and implementing programs or projects based on business priorities and research and analysis of complex information from multiple sources.
Experience in negotiating mutually beneficial solutions with clients’ officials at various levels within the public or private sectors while complying with relevant policies, regulations and procedures.
Experience in improving the quality and efficiency of services to clients by seeking feedback, ensuring that the changes are well understood and ensuring service standards and performance measurement systems are in place.
Experience in addressing potential questions or concerns of the targeted audience when developing and delivering information (e.g. documents, meetings and presentations).
Recent experience in developing or using standards and specifications (in the past five (5) years).
STREAM 3 - Auditor:
Do you have recent experience in auditing management systems (e.g. ISO 9001, ISO 14001, ISO 22000, OHSAS 18001) (in the past three (3) years)?
KNOWLEDGE - All streams:
Knowledge of the roles and responsibilities of the Canadian General Standards Board.
ABILITIES - All streams:
Ability to communicate effectively orally.
Ability to communicate effectively in writing.
ASSET QUALIFICATIONS
EDUCATION - All Streams :
Graduation with a degree from a recognized post-secondary institution with specialization in science, engineering, business or other related discipline OR a combination of a diploma in a relevant 3-year technical program (e.g. in sciences, business or other relevant technical discipline) from a recognized post-secondary institution and recent relevant experience.
ASSET QUALIFICATIONS
EXPERIENCES:
Stream 1 - Standards Specialist
Experience in the creation or preparation of National Standards of Canada or ISO (International Organization for Standardization) or IEC (International Electro technical Commission) standards.
Experience dealing with international trade issues as they relate to standardization.
Stream 2 – Quality Assurance and Conformity Assessment Specialist
Experience applying management systems standards or specifications (e.g. ISO 9001, ISO 14001, ISO 22000, ISO 45001) or personnel competencies standards for at least six months in the last three years.
Stream 3 - Auditor
Experience auditing ISO/IEC 9001:2015 or ISO/IEC 14001:2015 management systems for at least six months in the last three years.
