The immediate need of this process is to staff six (6) positions indeterminately within Public Services and Procurement Canada. A pool of partially qualified candidates may be established through this process to staff identical or similar positions within the public service with various tenures such as temporary or permanent. The pool could be used to staff positions with various linguistic requirements and various security requirements.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in physics, geology, chemistry, biology or some other studies relevant to the position (i.e. industrial hygiene)
EXPERIENCES:
Significant* and recent** experience in planning and implementing technical projects or programs related to at least one of the following:
- Stream 1: Environmental Compliance;
- Stream 2: Contaminated Sites;
- Stream 3: Sustainable Buildings;
- Stream 4: Custodial Health and Safety.

Significant* and recent** experience in providing environmental or health and safety services to clients.
Significant* and recent** experience assessing and interpreting environmental and/or health and safety related data.

** RECENT experience is defined as within the last 5 years, immediately prior to the closing date of this job advertisement.

ABILITIES:
Ability communicate effectively orally;
Ability to communicate effectively in writing.
ASSET QUALIFICATIONS:
Experience in contract management and administration including: identifying requirements, developing scope of work and specifications, monitoring contractor progress and performance ;
Experience with complex*** contaminated sites remediation projects including different methodologies (i.e. in situ and ex situ remediation);
Experience in the development, implementation and administration of sustainable development strategies for solid waste management programs and non-hazardous waste;
Experience in the interpretation and application of sustainability concepts and rating/assessment systems as applied to Real Property operations and services.
Experience in the interpretation and application of the Canada Labour Code (CLC) as applied to Real Property operations;
Experience in conducting and/or reviewing Canada Labour Code (CLC) studies and investigations;
Experience in managing human and financial resources.
Reliability Status security clearance
Willingness to perform duties that require minimum physical labour (i.e. climbing ladders, carrying equipment, confined space entry);
Willingness to travel on occasion;
Willingness to work overtime on short notice

DESCRIPTION OF RESPONSIBILITIES FOR EACH STREAM:
STREAM 1 - ENVIRONMENTAL COMPLIANCE
REGIONAL LEVEL: Provide building and asset specific technical support and guidance as well as implementation of regional (and occasionally national) Environmental Compliance programs and projects that relate to the management of real property in the fields of: fuel storage systems, halocarbons, species at risk, environmental impact assessment, hazardous substances, waste water and various other areas related to the federal and provincial environmental legislation.
NATIONAL LEVEL: Provide functional direction on Environmental Compliance programs that relate to real property. This includes but is not limited to the development of national policies, processes, tools and training; provision of advice and guidance; implementation of process quality management and governance in the fields described in Operations.
STREAM 2 - CONTAMINATED SITES
REGIONAL LEVEL: Provide, under a client-oriented environment, overall leadership for the planning, design and implementation of contaminated sites programs and/or projects involving: Phased environmental assessments (I, II and III); Remediation Options Analysis and Risk Management (Human Health and Ecological) projects.
NATIONAL LEVEL: Responding to Senior level inquiries and sensitive information requests, developing and monitoring national workplans and programs, engaging internal PSPC and external federal and private sector stakeholders, assisting in developing tools and approaches for the benefit of the national PSPC team and the federal community.
STREAM 3 - SUSTAINABLE BUILDINGS MANAGEMENT
REGIONAL LEVEL: Provide planning, design, Quality Assurance and performance management for integrated sustainable project, building, site and portfolio level solutions. Program Areas include, water (conservation, re-use, green/blue infrastructure); Waste (reduction, prevention, up cycling/reuse/recycle); Materials (life-cycle assessment, connection to nature, impact on humans/wildlife); Positive site impacts (regenerative solutions); Health and wellness to build employee productivity; intelligent workplace and employee engagement and Community/site sustainability and resilience
NATIONAL LEVEL: Provide functional guidance and leadership on sustainable building aspects to Real Property Services, Regions and PSPC Senior Management; develop programs, tools and services related to sustainable buildings; collaborate and consult with partners internal and external to the department; do research and analysis of the sustainability trends to keep up to date and continue to advance the PSPC and Real Property Services sustainability agenda. The Program areas include waste management, water management, sustainable materials, positive site impacts, occupant wellness and productivity, sustainable performance assessment standards, and integration into communities and sites.
STREAM 4 - CUSTODIAL HEALTH AND SAFETY
REGIONAL LEVEL: Provide building specific technical support and guidance as well as implementation of regional (and occasionally national) Health and Safety Programs and Projects that relate to Real Property in the fields of potable water, indoor air quality (including radon and mould), asbestos, hazardous substances, legionella, and various other areas related to the Canada Labour Code (such as lighting, acoustic, etc.).
NATIONAL LEVEL: Provide functional direction on Health and Safety compliance programs that relate to Real Property. This includes but is not limited to the development of national policies, processes and tools; provision of advice and guidance; implementation of process quality management and governance in the fields described in Operations.
