You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the persons identified for assessment or for an appointment. A volume management strategy may be used to select candidates from the inventory or at any stage during the assessment process.

Candidates must clearly demonstrate how they meet the essential education and experience factors listed by answering the screening questions. For each of the screening questions, provide clear and concrete examples and details of where, when and how you obtained the experience. For example, for each experience requirement, you must list where you gained the experience, your title at the time, a description of the tasks you performed relevant to the experience factor, and your accomplishments.

As a possible secondary source to validate your experience, provide an up-to-date résumé that clearly outlines your education and experience.

Failure to provide the above information may result in your application being rejected from the process.

Asset qualifications will be an important factor that will be considered for specific positions being staffed. Therefore, if you meet the asset education and experience, it is to your advantage to demonstrate this in your application as well.

Intent of the process

A pool of partially assessed and fully assessed candidates will be established to staff CS-04 positions within the Information Management Services Branch with various linguistic profiles and tenures (permanent and temporary) that report to the National Capital Region. Based on operational needs, certain positions may be done virtually from one of the CSC Regional Administration offices across Canada. This process may also be used to staff similar positions.

Education

All Streams
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed, or an acceptable combination of education and information technology related experience.

Degree equivalency

Experience

All Streams
*Recent and significant experience in providing recommendations to **senior management on ***complex issues related to the delivery of IT projects or services.

Experience as a Project/Team Lead/or Subject Matter Expert in an IT development, maintenance or support environment.

Experience developing and maintaining relationships with internal and external stakeholders.

Experience managing human or financial resources.

Stream 2
*Recent and significant experience in delivering expert advice, products, or services related to the protection of IT Assets within the Government of Canada.

Stream 3
*Recent experience providing technical direction for the project planning, design and solution integration for enterprise IT projects.

Stream 4
Experience in IT infrastructure operations, including desktop integration, mobile device management, or end-user computing; OR experience working as the technical lead in an IT Service Desk team.

* "Recent and significant" is defined as experience acquired within at least two (2) of the last five (5) years
* "Recent" is defined as experience acquired within the last five (5) years
** "Senior management" is defined as Director-level or above
*** "Complex issues" are defined as issues having two (2) or more of the following characteristics. Multidimensional, sensitive, affecting many partners or stakeholders, precedent setting, or having a major impact on IM/IT services or products

Certified Information Systems Security Professional (CISSP) as issued by ISC2
Completion of Information Technology (IT) Security Stream Training delivered by The Communications Security Establishment

Enterprise Architecture certification (such as TOGAF, Zachman, etc.)

Stream 4 Only
Professional certification in ITIL

Degree equivalency

Experience

Stream 2 Only
Experience performing Security Assessment and Authorization Activities of one or more systems.

Experience leading ITSEC investigations.

Experience leading a team of ITSEC resources.

Experience in IT Security Incident Management.

Stream 3 Only
Experience in producing Architecture related documentation.

Experience using Enterprise Architecture tools (such as Sparks, Qualiware, etc.)

Experience in one or more current and emerging trends and developments in Enterprise Architecture, such as, but not limited to: Secured mobile devices, Cloud computing, Service Oriented Architecture, Enterprise GC- Wide Solutions, Open standards, Big data, Mobile Apps.

Stream 4 Only
Experience in financial planning, performance measurement reporting, and business case development.

Operational Requirement
