The Office of the Commissioner of Official Languages is a small organization of 160 employees that offers a positive, collaborative and entirely bilingual work environment.
The Commissioner of Official Languages is mandated by Parliament. He is therefore independent from the government, but his staff are members of the federal public service and benefit from all of the related advantages, including flexible work, competitive salaries and professional development.
For this selection process, our intention is to communicate with the candidates by email. Completing the screening questionnaire (text questions) is mandatory for this selection process.
The position to be staffed is located in a regional office. Please note the position's incumbent will be expected to work independently and could be alone in the office on a regular basis.
The position will initially be staffed on a temporary basis (approximately 1 year) with the possibility of an extension or indeterminate appointment.
A pool of qualified or partially qualified candidates will be established and could be used to staff this position with various tenures. The pool of candidates could be used to fill similar positions within 100 km radius of Winnipeg, Manitoba in organizations where appointments are made under the authority of the PSC and the PSEA with the approval of the delegated manager in consultation with Human Resources.

EDUCATION:
Graduation with a degree from a recognized university or a satisfactory score on the PSC test approved as an alternative to university graduation or an acceptable combination of education, training or experience.
EXPERIENCE:
Significant experience* in providing advice and information to government institutions, public administrations or community organizations.
Significant experience* in dealing with various public institutions concerned with social, political and language issues.
Experience in developing and maintaining partnerships.
Experience in preparing and delivering presentations.
*Significant experience is defined as a minimum of approximately five (5) years, as well as the type (range, scope and complexity) of work handled related to the experience criteria. Clear and specific examples should be provided by candidates in their application.
KNOWLEDGE:
Knowledge of the Official Languages Act and the language provisions found in the Canadian Charter of Rights and Freedoms.
Knowledge of the roles and mandate of the Commissioner of Official Languages.
Knowledge of the official language minority communities in Manitoba-Saskatchewan region.
Knowledge of the Canadian socio-economic, political and linguistic environment in general and of Manitoba-Saskatchewan in particular.
ABILITIES:
Ability to collect and analyze information on complex issues and to make recommendations.
Ability to prepare and deliver presentations.
Ability to communicate effectively orally.
Ability to communicate effectively in writing.

ASSET QUALIFICATION:

TRAVEL RELATED TO THE SELECTION OR APPOINTMENT PROCESS
Please note that candidates (including employees of the Public Service) will not be considered to be in travel status or on government business and that travel costs will not be reimbursed. Consequently, candidates will be responsible for travel costs. Minimal reimbursement of relocation expenses could be offered if the selected candidate moves as the result of an employment offer.
You must clearly indicate, in writing and giving concrete examples, how you meet each essential qualification in the Education and Experience category; failure to do so may result in your application being rejected. Therefore, please answer the questions in the application carefully. Resumés will be used as a secondary source to validate the criteria relating to experience and the skills described in the screening questions.
Candidates must meet the essential qualifications to be appointed to a position.
Meeting criteria such as asset qualifications, operational requirements or organizational needs is desirable and may be a deciding factor in choosing the right fit. Asset qualifications could be applied at any step of the selection process.
A written test may be administered.
An interview may be administered. Interviews could be conducted in person, by phone, or by videoconference.
Reference checks may be sought.

Top down and/or random selection could be used.
