Duties

The litigation case manager's primary responsibility is to manage Aboriginal litigation on behalf of the federal government and where appropriate, seek ways to resolve or settle litigation. The litigation case manager analyzes legal, policy and program implications of cases in order to make recommendations to the organization. The litigation case manager also briefs senior management on important case developments and seeks their approvals as required.

To succeed in this position, the litigation case manager has to work in partnership with many stakeholders in the department and other federal government departments to determine policy and program implications, and to seek consensus on the government's responses. Litigation case managers work on multiple cases often with competing deadlines and priorities. They also manage teams of researchers to collect and analyze relevant documents, and to meet the federal government's document production obligations.

Work environment

In August 2017, the Prime Minister announced the dissolution of Indigenous and Northern Affairs Canada (INAC) and the creation of two new federal departments: Crown-Indigenous Relations and Northern Affairs Canada, and Indigenous Services Canada. Crown-Indigenous Relations and Northern Affairs Canada's (CIRNAC) mandate is to renew the nation-to-nation, Inuit-Crown, government-to-government relationship between Canada and First Nations, Inuit and Métis; modernize Government of Canada structures to enable Indigenous peoples to build capacity and support their vision of self-determination; and lead the Government of Canada's work in the North. Indigenous Services Canada (ISC) works collaboratively with partners to improve access to high quality services for First Nations, Inuit and Métis. ISC's vision is to support and empower Indigenous peoples to independently deliver services and address the socio-economic conditions in their communities.

Intent of the process

The intent of this selection process is to staff two positions on an indeterminate basis, (1) in Gatineau and (1) in Calgary. A pool of qualified candidates may be established to staff similar or identical positions at Crown-Indigenous Relations and Northern Affairs (CIRNA), with various linguistic profiles, tenures and/or the security requirements which may vary according to the position being staffed.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Successful completion of two years of a post-secondary program with acceptable specialization in social science, statistics, library/archival work or a law-related field.

1.An indeterminate incumbent of a former SI position who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated in Part B above, is deemed to meet this minimum educational standard based on his/her education, training and/or experience. He/she must be accepted as having met the minimum educational standard for appointment or deployment to Part B EC positions. This note also applies to a person appointed or deployed for an indeterminate period to a Part B EC position after that date as the result of a staffing transaction started before June 22, 2009.
2. At the manager's discretion, an acceptable combination of education, training and/or experience that is comparable to the minimum education stated above, may serve as an alternative. Whenever the minimum educational standard is met through an alternative, it is met only for the position being staffed, and a candidate must be re-assessed for future appointments and deployments if the manager has asked for this alternative.
3."Social science" includes economics, political science, sociology, anthropology, history, psychology, geography, criminology, and other disciplines associated with social science. "Library/archival work" includes gallery and museum functions.
4. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines whether the courses taken by a candidate correspond to two years of a post-secondary program at that institution.

Degree equivalency

EXPERIENCE:

EX1: Experience analyzing legislation, policies or agreements.
EX2: Experience planning and managing complex* research.
EX3: Experience preparing and presenting oral and written summaries of complex* information to management.
EX4: Experience analyzing and writing reports on complex* issues.

*Complex” is defined as activities involving multiple sub-issues or related issues, multiple stakeholders, and having a major impact on an organization or the public.
