EDUCATION:
• Successful completion of two years of a post-secondary educational program or an acceptable combination of education, training and/or experience.
• Successful completion of the Fishery Officer Career Progression Program (FOCPP) - http://www.dfo-mpo.gc.ca/career-carriere/enf-loi/training-formation-eng.htm [applicable to certain positions]
OR an acceptable combination of education, training and experience working in law enforcement.
Note: The Fishery Officer Career Progression Program (FOCPP) is an 18 weeks training program followed by 30 months of apprenticeship. For further details on the content of the training, training allowance and salary. Only candidates who have already successfully completed the 18 weeks of training and the 30 months of apprenticeship – or successful completion of 17 weeks of training and the 30 months of apprenticeship - or successful completion of 17 weeks of training and 18 months of apprenticeship prior to 2003 - or Successful completion of the Fishery Officer Enforcement Course (RCMP) prior to 1983- are deemed to meet this merit criteria.
EXPERIENCE:
• Experience in the establishment of cooperative working relationships* with fishing industry stakeholder groups (e.g. fishing industries, or aboriginal organizations or Harbour Authorities) OR with other government departments, Law Enforcement Agencies.
• Experience in managing human and financial resources.
• Experience in conducting analysis and providing strategic advice** and recommendations to senior management.
• Extensive experience*** related to the enforcement of natural resource legislation, or law enforcement.
* Establishing Cooperative Working Relationships is the focus on the setting up, bringing about, or building relationships; while Cooperative is the working or acting together willingly for a common purpose or benefit. Aspects should include informal and formal initiatives, leadership of committees or program development, etc.
** Strategic Advice requires evidence of the preparation of formal briefings for senior management.
*** Extensive experience is defined as experience gained through the full time performance of duties related to the enforcement of natural resource legislation, or law enforcement for a minimum period of five (5) years.
• Experience conducting or leading criminal, intelligence, or regulatory investigations.
• Experience managing the development, implementation, and evaluation of policies, programs or processes related to law enforcement.
• Professional development (training/education) and experience in a related field (i.e. Law Enforcement, Natural Resource Management, Criminology, Psychology, Sociology, Accounting, Political Science).
