Then you might be interested in joining the Transformation and Integrated Services Management Branch (TISMB) as a project manager within the Employment and Social Development Canada (ESDC) department where service transformation is a top priority. We are currently searching for project managers who have solid experience in:

• Project management* including risk and issue management, schedule management, change control management, documentation and reporting (including dashboards) and project artifacts.

*Project management is the practice of initiating, planning, executing, monitoring and controlling, and closing the work of a team to achieve specific goals and meet specific success criteria at the specified time. Project management, then, is the application of knowledge, skills, tools, and techniques to project activities to meet the project requirements using a defined methodology. (Prince 2, IITL, PMP, etc)

Intent of the process

The purpose of this process is to staff positions within the Transformation and Integrated Service Management Branch. A pool of qualified candidates may be established and could also be used to staff similar positions of various tenures within Employment and Social Development Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:

• A secondary school diploma or an acceptable combination of education, training and/or experience.
 

Degree equivalency

Experience:

• Experience in developing and maintaining partnerships with stakeholders* in order to build consensus around complex and difficult issues.

• Experience in providing strategic or operational advice and recommendations to executives (Director, Director General or above) or private sector equivalents including verbal briefing or written material.

• Experience in managing human resources.**

• Recent*** and Significant**** experience in managing projects using a formal project management methodology including all of the following elements: risk and issue management, schedule management, change control management, documentation and reporting (including dashboards) and project artifacts*****.

* Definition of Stakeholders: an individual, group or organization who collaborates on or have an interest in the success of the project, and can be within or outside the organization that is sponsoring the project.

** Applicants must clearly demonstrate how they have supervised staff, assigned work, managed and assessed performance. Applicants must also indicate the number of employees they supervised.

*** Recent is defined as within the last four (4) years.

**** Significant is defined as the depth and breadth of experience normally associated with having performed a broad range of complex activities which is acquired over a period of at least 2 years.

***** Project artifacts could include Project Charters, Business Case, Requirements, etc.

Education:

• Certification in Project Management (PMP, Prince 2 or similar).

• Successful completion of a post-secondary educational program with a specialization or major in Project Management from a recognized educational institution (e.g. community college, CEGEP, university).

Degree equivalency

Experience:

• Experience in financial resources management.*

• Experience in leading one or more elements of a major transformation project such as procurement, cost management, benefits realization management**, governance, service design, or business architecture.

• Experience in business analysis, including documenting system or business processes.

• Experience collaborating with Information Technology specialists for the conception, planning, design, implementation or delivery of solutions, initiatives or services.

• Experience in the coordination and development of communication strategies, plans and products as well as the implementation of these activities.

• Experience working in insurance, annuity or service delivery programs (including private sector).

• Experience working in Employment Insurance programs, Canada Pension Plan programs, Old Age Security programs or Guaranteed Income Supplement programs.

* Financial resources management refers to the effective and efficient management of funds as well as planning, controlling, leading and directing the department or business financial resources.

** Benefits Realization Management is defined as the process for the identification, definition, tracking, realisation and optimisation of benefits to ensure that potential benefits are actually realised.
 

OPERATIONAL REQUIREMENTS

Willing and able to work overtime if required and on short notice.
