Intent of the process

This process will be used to staff various positions within Veterans Affairs Canada in Charlottetown, PEI . Examples of positions and duties are provided below.

Position 1: Security Analyst, Security
Position 2: Support Analyst, Infrastructure / Operations
Position 3: Database Analyst, Database and Data Administration
Position 4: Programmer Analyst, Application Development

The primary work of the Security Analyst, Security involves the provision of technical services and advice with regard to IT security policies, guidelines, issues and standards to protect the integrity of Departmental IT assets and to support the secure electronic service delivery (SESD) for a Department, Agency and its external partner organizations.

The primary work of the Support Analyst, Infrastructure / Operations position involves the provision of technical services and advice, in the planning, development, implementation, integration and maintenance of Departmental IT infrastructure in support of the Department’s program and service delivery.

The primary duties of Database Analyst, Database and Data Administration position involve the provision of technical services and advice in the installation, management, monitoring, and support of one or more of database servers, database development tools, user productivity tools, and database design, systems development, and data security standards for the department or departmental clients, and their external partners.

The primary duties of the Programmer Analyst, Application Development position involve the provision of IT applications design, testing, integration, development and maintenance services, in support of service or program delivery for the Department or specific Departmental clients and external partners.

EDUCATION

Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

1.Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.

Degree equivalency

► EXPERIENCE POSITION 1: Security Analyst, Security

o Experience working on an IT Security team.

► EXPERIENCE POSITION 2 : Support Analyst, Infrastructure / Operations
o Recent and significant experience in a position responsible for providing IT support and advice.
o Recent and considerable experience in a position responsible for analyzing business requirements to provide IT recommendation or solutions to clients.

o RECENT AND SIGNIFICANT EXPERIENCE refers to the breadth and depth of experience associated with performing the duties in the IT field for a minimum of two (2) years obtained within the last three (3) years.

o RECENT AND CONSIDERABLE refers to the breadth and depth of experience associated with performing the duties in the IT field for a minimum of six (6) months obtained within the last three (3) years.

►EXPERIENCE POSITION 3: Database Analyst, Database and Data Administration /POSITION 4: Programmer Analyst, Application Development

Minimum of two (2) years’ experience in programming, designing and developing software applications within the last five (5) years in any ONE OR MORE of the following. (Note: You must provide concrete examples and relevant timelines to validate each experience criteria.)

o Experience in JAVA
o Experience in SQL
o Experience in PL/SQL (Oracle)
o Experience in Oracle 11.2 or greater
o Experience in Oracle 11.2 or greater Database Administration
o Experience in Oracle SQL*Loader
o Experience in Oracle Patching on Unix Servers
o Experience in Oracle designing and developing data packages and reports using business intelligence tools
o Experience in .NET (VB.NET, C#, ASP.NET and/or MVC)
o Experience in CRM Dynamics online / on-premise 2013 or higher
o Experience in Java Script ECMA 2015 or higher
o Experience in HTML5.

Recent experience is defined as experience gained within the last five (5) years.

Experience is defined as the depth and breadth of experience that is normally associated with minimum of two (2) years.

Significant experience is defined as the depth and breadth of experience that is normally associated with three (3) years or more.

• Willingness and ability to travel.
