Intent of the process

Although the immediate intent of this Job Opportunity Advertisement is to staff indeterminately, applicants should be aware that a pool of qualified candidates (fully assessed or partially assessed) may be established and may be used to staff similar positions at this group and level with various language requirements listed in the Language Requirements section. In addition, this process may be used for various tenures (acting appointments, assignment, deployment, indeterminate, specified period, secondment), security requirements and conditions of employment within Health Canada, across Canada. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
►Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Notes:
• Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
• It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
• At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.
• Proof of education will be required later in the process. Failure to provide proof of education will result in disqualification from further consideration.

ESSENTIAL EXPERIENCE:

For the purposes of this selection process, the following definitions apply:
* “Recent experience” is defined as having been demonstrated within the past eight (8) years.
** “Significant experience” is understood to mean the depth and breadth of experience normally associated with having performed a broad range of complex activities related to this task, which are normally acquired over a period of three (3) years.
***Management is understood to mean your manager or higher (e.g. director, executive, program area manager, project manager, section head).
****Advanced is understood to mean proficiency in an area, to the point of being able to guide other professionals, and to operate without requiring guidance to apply the expertise in new or complex situations.
*****Complex is defined as having two or more of the following factors:
1. Multidimensional: a diverse or a multi-platform set of technologies requiring integration, and/or interconnected with external organizations
2. Project, system, product, service, application or set of activities that impact a large number of stakeholders (specify) with diverse interests or a distributed client base
3. Sensitive: has time sensitivity, stakeholder sensitivity, or political sensitivity
4. Critical: requirement for high availability (99% availability) or mission critical system
5. A program of national/international or significant corporate scope, or high risk, or having a major impact on the corporation/department

► EX1: Recent* and significant** experience providing advanced**** advice and guidance to clients and management*** on issues related to Information Management/Information Technology (IM/IT).
► EX2: Recent* and significant** experience writing and presenting material to clients or management*** on complex***** IM/IT subjects.
► EX3 - Recent* and significant** experience in developing or implementing IM/IT plans to achieve stakeholders or management objectives
►EX4: Recent*, and significant** and advanced**** experience providing Information Management / Information Technology (IM/IT) products or services using defined methodologies and best practices, in one of the IM/IT fields listed below:

o Business Line Support (BLS) Services (BLS includes one or more of the disciplines of client relationship management, project or portfolio management, business analysis, and IT supplier relationship management.)
o Infrastructure/Operations

ASSET QUALIFICATIONS:
Any of the following are asset education/certification for the positions:

►Bachelor or Master’s degree from a recognized university in Computer Science, or Engineering (computer, engineering related to computer science or systems), or Management Information Systems.
►Project Management Professional Certification (PMP, Prince 2).
►Recognized Certification in Business Analysis, (i.e. CBAP, CCBA, PMI-PBA), or equivalent.
► Recognized Information Technology Infrastructure Library (ITIL) Certification.
►Open Group Architecture Framework (TOGAF) Certification.
► Certified Information Systems Security Professional (CISSP).
► Microsoft Certification (specify).
►IT certification (s) relevant to the working environment, such as SAP Certified Technology Associate – System Administration (Oracle DB) with SAP NetWeaver 7.0, 7.0 EhP2, or 7.31.

Note: Certifications should be accredited and accepted within the industry and must be accompanied by all certification documents.

Degree equivalency

ASSET EXPERIENCES :
► Experience working in a health-related environment.
► Experience representing an organization on committees, working groups, associations, or other collaborative initiatives.
►Experience determining and documenting IM/IT requirements.
► Experience in the management of IT service agreements.
► Experience working in Application Development
►Experience implementing and configuring Microsoft Dynamics CRM solutions.
►Experience with IM/IT quality assurance
► Experience using Software/System Development lifecycle (SDLC) principles

Note: Most positions at the CS-03 level require bilingualism at the CBC/CBC level. The intent of this process is to fill CBC/CBC positions. NOTE: Virtual work arrangements may be available and will be determined on a case by case basis dependent on operational feasibility at the time of hiring. This does not imply tele-work; rather it means working from a Helath Canada office within a regional or national headquarters building. The employee will be expected to perform all functions of the positions remotely from a Health Canada office but report to a manager who is working in another location.
