The Strategic Policy and Planning Directorate enables the RCMP to establish, articulate, and execute strategic direction by providing strategic policy advice and analysis; by supporting enhanced program performance and continuous improvement; by providing executive and client services; by enabling and ensuring strategy development and execution; by enabling modern management practices; and, by facilitating innovation, service delivery and employee engagement.

Intent of the process

The immediate need is to staff one position on an indeterminate basis, with a linguistic profile of Bilingual Imperative CBC/CBC and a security clearance of RCMP Top Secret.

A pool of candidates may be established inclusive of the general public, Public Service (PS) employees and Civilian Members (CM); and may be used to staff similar positions within the RCMP in the National Capital Region on an indeterminate or specified period (including term, acting, or assignment) basis, with a bilingual linguistic profiles of CBC/CBC and various RCMP security clearances.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

Education:
Graduation with a degree from a recognized post-secondary institution.
Recognized post-secondary institution: A public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.

Degree equivalency

Experience:
Experience managing significant financial and human resources matters.
Experience collaborating and maintaining partnerships.
Significant experience in setting direction and providing advice to Ministers or Deputy Ministers or C-Suite management level on policy, legislative or regulatory frameworks or priorities.
Experience in the design, development and implementation of complex programs.
Recent and significant experience in leading horizontal issues, setting strategic direction and developing policy.

Note:
Significant experience is defined as having performed a large number of difficult activities related to the work experience in a wide variety of situations on an ongoing basis. The work history demonstrates a well-seasoned depth and breadth of experience in this regard.

Financial resources management is defined as experience in managing with demonstrated stewardship a significant complement of financial resources. Applicants must show evidence of managing and being accountable for a budget, as well as indicate the size of the budget they managed.

Human resources management is defined as experience in managing human resources through subordinate management teams with demonstrated stewardship of a significant complement of human resources. Applicants must clearly demonstrate their experience in this area with supporting examples, as well as indicate the number of staff they supervised.

C-level, also called the C-suite, is an adjective used to describe high-ranking executive titles within an organization. C, in this context, stands for Chief. Officers who hold C-level positions are typically considered the most influential members of an organization; consequently, they make higher-stakes decisions.

Complex is defined as multi-dimensional, involving many major stakeholders with competing requirements and having a high cumulative dollar value with inherent risks, sensitivities and impacts requiring a holistic approach to decision making.

Recent experience is defined as experience acquired within the last five (5) years.
