Work environment

The Official Languages Branch (OLB) of Canadian Heritage is composed of dynamic employees who are passionate about bilingualism, the vitality of linguistic minority communities, and promoting our official languages. This is a period of great activity at the OLB, as on March 28, 2018, as the Government of Canada unveiled its new 2018-2023 Action Plan for Official Languages: Investing in Our Future (Action Plan). The Action Plan represents an investment of $500 million over five years in new funds, and the OLB is responsible for implementing the majority of its measures.

Intent of the process

The intention with this selection process is to staff two (2) indeterminate positions.

A pool of partially or fully qualified candidates may be established through this process in order to fill identical or similar positions with various tenures (acting, term, assignment, secondment, deployment, indeterminate), various security requirement (reliability or secret) and various linguistic profiles (bilingual imperative CBB/CBB, CBC/CBC or CCC/CCC) within the Department of Canadian Heritage.

STEP 1 of the assessment process – INTRODUCE YOURSELF

Mandatory Qualifications - To be considered for these positions:

1- You must have a diploma* from a recognized postsecondary institution or an acceptable combination of education and work experience.

*Diploma is defined as: a college, a baccalaureate or higher level degree, as established by educational authorities, unless the type of credential is specified in the relevant Qualification Standard.

Degree equivalency

2- You must have extensive* experience in analyzing** government policies or programs or horizontal strategies (municipal or provincial or territorial or federal).

3- You must have experience in writing reports or information notes.

4- You must have experience in developing presentation materials and presenting them.

5- You must have experience in providing advice with options and recommendations for management (equivalent to a Director level and above) consideration.

Extensive* experience: Approximately 3 years of experience normally acquired with full time duties.

**Analysis is understood as: Summarizing a significant amount of data and challenges; drawing reasonable conclusions while demonstrating links between the policies/programs/strategies and the activities, guidelines, projects or relations in question; and recommending a course of action. The analysis can include one or several elements related to government policies, programs, or horizontal strategies.

STEP 3 of the assessment process - LANGUAGE ASSESSMENT

Second Language Evaluation (SLE) testing will be administered, as required, using the Public Service Commission’s (PSC) SLE tests. ASSET QUALIFICATION

Knowledge:

- Knowledge of Official Language Minority Communities or Official Languages stakeholders, as well as their needs and priorities.

STEP 4 of the assessment process - SECURITY CLEARANCE

- Secret security clearance

The hiring department is responsible for the Personnel Security Clearance process. Typically to be eligible for a for a "Secret" clearance, you must provide residence information for the last ten (10) years. The process may involve reference inquiries, verification of qualifications, criminal records checks, credit checks (if required) and fingerprints.

ASSESSMENT INFORMATION

A written exam, an interview and reference checks will be part of the candidate’s assessment.

Top down selection may be used at any point during the assessment phase.

Candidates invited to an interview will be required to bring proof of their education credentials, in the form of a diploma or official transcript as well as a proof of citizenship.

All information obtained throughout the selection process, from the time of application to close of process, could be used to evaluate the candidates.

Indeterminate employees at the same group and level or equivalent may be considered for deployment.
