Intent of the process

A pool of candidates may be established and may be used to staff similar positions within DND in the National Capital Region on an indeterminate or specified period (including term, acting, or assignment) basis, with various linguistic profiles and various security clearances.

Please take note that should there be a need to fill positions within DND outside the NCR, this process could be used in other locations across Canada.

EDUCATION:

Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

OR

Successful completion of a degree from a recognized university.

NOTES:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.

2. It is a recognized educational institution (e.g., community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.

Degree equivalency

EXPERIENCE:

All Streams:

Extensive* experience in managing AND delivering Information Management / Information Technology (IM/IT) services.
OR
Extensive* experience in supporting Military Command, Control, Communication, Computer, Intelligence, Surveillance or Reconnaissance (C4ISR) requirements.

All Streams:

Significant** experience managing human, material, and financial resources of a team composed of at least 3 employees, within an IM/IT environment.

Stream 1: Manager Client Services:

Significant** experience in one or more of the following:
a) the management of client requirements; or,
b) the development of feasibility assessments; or,
c) the creation of business cases for the development and implementation of IM/IT systems; or,
d) the creation of business cases for the development of IM/IT services.

Stream 2: Senior Developer/ Life cycle Applications Manager (LCAM):

Significant** experience managing a team involved in designing, building, implementing and supporting applications or databases.

Stream 3: IM/IT Project Manager

Significant** experience in the delivery of IM/IT projects valued at $500K or more.

Stream 4: Manager Architecture:

Significant** experience developing and implementing application architecture designs and application integration designs.

EDUCATION (ASSETS):

- Bachelors in Information Technology, Security, Cyber Security or a related field of study.

- Master’s Degree.

- One or more of Project Management Professional (PMP) Certification, Prince2, or Diploma in Project Management.

- Certification from The Open Group Architecture Framework (TOGAF).

- One or more of ITIL Foundation, ITIL Practitioner, ITIL Intermediate, ITIL Expert or ITIL Master certification.

Degree equivalency

EXPERIENCE (ASSETS):

- Experience in the management of the application lifecycle of Oracle PeopleSoft applications.

- Experience in the management of the application lifecycle of SAP systems.

- Experience in negotiating MOUs and SLAs with internal and external stakeholders.

- Experience in the management of the application lifecycle of Open Text (GCDocs) or SharePoint.

- Experience gathering and analyzing client and partner business requirements.

- Experience in the delivery of complex***** IM/IT project.

- Experience in overall IM/IT Enabled Business Transformation Project.

- Experience within government in various aspects of procurement for contracts valued over $500,000. The experience should demonstrate at least three of the following: production of SOWs, technical specifications, RFIs, FRPs, and bid evaluation criteria.

- Experience providing database management services using Relational Database Management Systems (RDBMS) such as ORACLE OR SQL SERVER OR DB2.
