Public Services and Procurement Canada, Payments in Lieu of Taxes Program, requires a Senior Valuation Analyst with expertise in the real estate appraisal, assessment and property taxation. The duties include: contract and review appraisal reports and establish property values and tax classifications on federal properties for the calculation of payments in lieu of taxes.

A pool of qualified candidates may be established through this process to staff identical or similar positions within the Department of Public Services and Procurement Canada in the Pacific Region with various tenures (such as permanent, specified period or casual). The pool could be used to staff positions in the Valuation Program and the Payment in lieu of Taxes Program. The positions are located in Vancouver.

EDUCATION
Successful completion of two years of a post-secondary program with acceptable specialization in social science, statistics, or a law-related field OR a minimum of five (5) years’ experience in an appraisal related field.
OCCUPATIONAL CERTIFICATION
A valid professional designation of either the Accredited Appraiser Canadian Institute (AACI) designation - professional appraiser from the Appraisal Institute of Canada or the Évaluateur Agréé (EA) designation from the Order of Chartered Appraisers of Quebec.
If you were educated outside of Canada, you must have your certificates and/or diplomas assessed against Canadian education standards. This will enable you to provide proof of Canadian equivalency when applying for a job in the public service. The public service will accept any Foreign Educational Credentials as long as they are deemed comparable to Canadian standards, through a recognized credential assessment service. EXPERIENCE
Significant* and Recent** experience in estimating the Market value of commercial OR industrial properties.
Significant* and Recent** experience in estimating the Market Rent of office AND industrial space.
Experience in defending opinion of property value.
Experience in writing detailed appraisal or assessment reports.
*Significant will be evaluated in relation to the amount, complexity and diversity of the work handled.
**Recent is defined as having occurred within the last five years.
ASSET QUALIFICATIONS:
University degree with specialization in real estate, business, commerce, economics or finance.
Experience as a fee appraiser.
Experience in completing appraisal reviews.
Experience in estimating the market value of land including large comprehensive development sites, rural acreage parcels and special purpose sites.
Experience in the real estate assessment field (i.e. property tax assessment reviews).
Experience in testifying as an expert witness.
Experience in preparing and presenting reports to clients or management.
English essential
