- TRACK RECORD
A track record is an assessment instrument that asks you to describe your work-related accomplishments in terms of observable behaviors exhibited on the job. The instrument consists of a structured template for you to record descriptions of situations where you demonstrated behaviors associated with each qualification.
Candidates must clearly demonstrate how they meet each of the essential education and experience and the key leaderships and technical competencies. For each qualification, you will be asked to provide one or more examples from your own experience that you feel demonstrates your proficiency in each qualification. Your example must also reflect your typical work performance that you demonstrate on an ongoing or regular basis. To do so, we suggest that you use the SAR Method.
The SAR method is a structured manner of responding to a behavioral-based question by explaining the specific situation, action, and result of the situation you are describing.
SITUATION: Describe the situation that you were in or the task that you needed to accomplish. You must describe a specific event or situation, not a generalized description of what you have done in the past. Be sure to give enough detail for the Assessor to understand. This situation can be from a previous job or any relevant event.
ACTION: Describe the actions you took to address the situation with an appropriate amount of detail and keep the focus on YOU. What specific steps did you take and what was your particular contribution? Be careful that you don’t describe what the team or group did when talking about a project, but what you actually did. Use the word “I,” not “we” when describing actions.
RESULT: Describe the outcome of your actions and don’t be shy about taking credit for your behavior. What happened? How did the event end? What did you accomplish? What did you learn? Make sure your answer contains multiple positive results.
Each essential qualification will be assessed taking into consideration both the candidates’ track record (self-evaluation) as well as an evaluation by a validator (Referee) for the Project Management Skills.
Your reference will be asked to validate the provided information for accuracy and confirm your readiness for the position to be staffed.
Candidates may be eliminated at any point during the selection process if they fail to demonstrate any of the essential criteria through their behavior, for example, through: communication with Human Resources, informal discussion, selection interview, etc.
Candidates selected for a potential opportunity could be further assessed according to the position requirements.
The Unit Head, Projects Manager will be responsible for a small team of experienced analysts in a matrix environment extending within the IATD via the production, metadata, and monthly CIMT teams.
It also extends across divisions within Statistics Canada to our IT systems, Producer Prices, and business methodology teams.
There are also external stakeholders (i.e. Canada Border Services, Finance Canada, United States Customs Bureau) that will need to be informed/consulted as required.
Length of the project: Seven year project (2016/2017 with end date of 2022/23)
Two major phases:
• Phase I: Oracle forms conversion to a new fully supported platform (MS Technology stack)
• Phase II: aimed at IT architecture redesign, development of new enhanced processes, methodologies and applications (redesign of CIMT operations end to end)
The project will address the following business objectives:
Create flexibility within the program’s core activity schedule by modernizing IT infrastructure, establishing new process flows and creating efficiencies within processes
Enhance the program’s quality assurance activities by modernizing the edit and imputation strategy currently employed
Enhance the program’s analytical abilities by introducing new tools that permit better use of top-down and time series analysis, and new analytical views based upon the company dimension
The Canadian International Merchandise Trade (CIMT) Program is a mission critical statistical program, using millions of commercial transactions to produce a variety of statistical products on a monthly basis.
The International Merchandise Trade System Redesign (IMTSR) project is aimed at the implementation of modern IT solutions, automated processes and analytical tools to help facilitate the delivery of its mandate in an efficient and timely manner.
IMTSR will create a suite of fully supported applications to process, treat and analyze import and export data/prices.
Although the immediate intent of this Job Opportunity Advertisement is to staff one (1) indeterminate position within the International Accounts and Trade Division in Ottawa, applicants should be aware that a partially qualified pool of candidates will be established to staff similar positions with various linguistic profiles, tenures and/or security clearances within Statistics Canada across Canada.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization* in economics, sociology or statistics.
* All applicants must hold a degree. An acceptable specialization must include at least two semester-based courses (or an equivalent of 1 year-long course) in one of the following areas: economics, sociology, or statistics. These courses do not need to be part of a degree program in economics, sociology, or statistics. Equivalent courses in other programs for example, but not limited to: accounting, agriculture, criminology, commerce, data science /data analytics, demography/population studies, environmental sciences, education, epidemiology, finance, geography or health may be applicable.
*All applicants must hold a degree. The specialization may also be obtained through an acceptable combination of education, training and/or experience defined on the Statement of merit criteria
EXPERIENCE
EXP 1 - Recent and significant* experience as a project manager in leading and delivering complex projects throughout all project phases including initiation of a new project, financial control, management of human resources, approval processes and the execution and closing phases of a project.
EXP 2 - Recent and significant* experience as a project manager in developing project management documentation such as:
o project charters or project plans,
o baseline costs and
o Status reports.
EXP 3 - Recent and significant* experience in working with stakeholders, including leading working groups to advance business priorities and project objectives and consulting with a diverse client community in terms of requirements.
*Recent and significant experience is defined as the depth and breadth of experience normally associated with full-time performance of duties for minimum of 2 years including delivery of complex IT/Software system projects and managing a large budget.
