Intent of the process

Depending on the needs of the organization, candidates will be randomly selected from the inventory for assessment purposes. This process may be used to establish a pool of partially or fully qualified candidates which may be used by Public Services and Procurement Canada to staff positions with various linguistic requirements and various tenures such as (indeterminate, term, acting and casual position). Should the selected candidate already be a public servant, the pool could also be used for acting appointments.

EDUCATION

Baccalaureate from a recognized post-secondary institution* with acceptable specialization in economics, sociology or statistics.

*Recognized post-secondary institution is defined as: A public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.

Notes:
1. Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
2. An indeterminate incumbent of a former ES position on June 30, 1967 who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated for Part A above is deemed to meet this minimum educational standard based on his/her education, training and/or experience.

Significant experience* doing impact analyses and evaluations of various options/strategies.
Significant experience* providing strategic advice to senior executives (Director Level and above) on complex policy issues**.
Significant experience* simultaneously managing multiple projects with different deadlines and involving different teams.
Experience in the policy development process or the development of programs or regulations.
Experience consulting with internal or external stakeholders (i.e. other federal departments; provincial or local governments; non-governmental, public or private sector organizations).

* Significant Experience is based on the complexity and diversity of the experience normally associated with the full time performance of duties. The performance of duties is defined as substantial responsibility and involvement in management of valuation projects of varying sizes (large to small and complex to simple).

A person may be appointed even though he does not meet any or all of the asset qualifications. However, it may be a deciding factor in choosing the person to be appointed.

Your experiences will be evaluated according to the level of complexity and depth of your explanation, and will determine the group and level for which you will be considered.

Depending on the requirements of the position or positions being filled, any or all of the asset qualifications, operational requirements, and organizational needs MAY BE CONSIDERED at any time during this process. These criteria may be a deciding factor in choosing the persons to be appointed. Therefore, IT IS IMPORTANT that you answer each of the questions related to these requirements.

Depending on the needs of the organization, a random selection and or top-down selection may be used at any time during the process to identify which applicants from the inventory will be assessed.

If you are being considered for a position, you will receive an e-mail asking you to confirm your interest. We could also ask you to provide additional information. You will be asked to provide a response and additional information, if needed, within a specific timeframe (minimum of 72 hours).

The inventory will be updated every 30 days. You will receive a written notice in your PSRS Applicant Account 5 days before the end of your active period to confirm whether or not you still wish to be considered for an additional 30 days.
