In an effort to compress candidate assessment schedules, note that Language assessments MAY be undertaken at any stage of the assessment process. Additionally, all candidates may not be scheduled for language testing at the same time. In your PSRS questionnaire responses, clarity, coherence, conciseness as well as appropriate attention to detail (spelling, grammar and relevance to the factor being substantiated) may be used to evaluate your ability to communicate effectively in writing and attention to detail as personal suitability.

Part of the assessment may be conducted through a take home exam. Candidates are expected to be available for written tests. Tests would only be rescheduled under exceptional circumstances and a strong rationale and evidence would be required to support any reschedule request.

Candidates from the federal Public Service who are at the level of the advertised positions may be considered for deployment opportunities at any stage of the assessment process, and may not be required to undergo the same assessment process as other candidates applying for promotional opportunities.
Candidates at-level who have been considered but not deployed will be required to undertake the same assessment process as candidates applying for promotional opportunities should they wish to be considered for the pool at the end of the process.

Duties

The AS-06 Information Management (IM) Managers design IM plans and strategies for Health Canada and the Public Health Agency of Canada (including regional offices), to ensure efficient and effective information management across both organizations. They support program and service delivery, enhance business intelligence and knowledge sharing, and ensure access to information and records for the benefit of present and future generations. The Manager represents organizational interests as an authority or expert in collaborative IM related initiatives and mobilizes partners to identify and implement state-of-the-art IM solutions.

The work of Managers involves the provision of advice to senior management on the application of Government of Canada IM policies and their impact on Health Canada and the Public Health Agency of Canada; anticipation of long-term projected client information requirements using information collected through environmental scans, capacity checks and various other trend identifying methodologies; enabling IM solutions to support the organizations’ business intelligence and knowledge sharing capabilities; and identifying and securing the IM rules, tools and resources required to support business intelligence and knowledge sharing.

The IM Managers conduct forward looking analyses and anticipate evolving business requirements, initiate partnerships and collaborate with partners to enable changes to IM practices. The Managers must continuously study emerging IM rules, tools and resources to identify new methodologies. They are expected to foster the development of engaged IM communities of practice. The Managers design risk mitigations strategies and lead the implementation of IM transformation and change.

IM Managers strategically design and create training mechanisms (formal courses, teaching aids etc…) to ensure the advancement of IM as a corporate asset, support the maturation of organizational IM stewardship and culture and effect organizational change management.

IM Managers engage and mobilize multi-disciplinary project teams and working groups involved in the development and creation of IM standards, policies, processes and technologies for the department and the agency.

IM Managers manage human resources, as well as systems/equipment, directly or through subordinate supervisors. The management functions include managing employee performance and negotiating, approving and managing Service Level Agreements within delegated authorities.

Work environment

Health Canada's Information Management Services Directorate within Corporate Services Branch is a national organization, with a wide variety of work that can be performed regardless of geographic location. However, certain positions may require a physical presence at a specific location. IMSD's regional locations outside of the NCR are : Halifax, Montreal, Longueuil, Edmonton, Burnaby, Toronto, Winnipeg and Vancouver. 

Intent of the process

This process will be used to staff three (3) indeterminate positions. A pool of fully or partially qualified candidates may be created and may be used to staff similar positions at an identical or equivalent group and level with various languages proficiencies (English Essential, Bilingual Imperative BBB/BBB, Bilingual Imperative CBB/CBB, Bilingual Imperative BBC/BBC, Bilingual CBC/CBC), various security profiles and various tenures using various staffing activities for positions within Health Canada and the Public Health Agency of Canada. ***A complex project is defined as a project that has two or more of the following characteristics:
1) A geographically distributed user base;
2) Requires specialized expertise;
3) Supports a large number of stakeholders with diverse interests;
4) Requires the collaboration and coordination of efforts of multiple stakeholders.
