We are looking for a candidate who has strong leadership skills. The ideal candidate has the capacity to motivate and mobilize his/her entire team. You will be called upon to adapt quickly, to take on a significant and complex workload, and to make difficult management decisions throughout the year. As Assistant Deputy Chairperson (ADC), you will need to demonstrate creativity and flexibility to help develop a national vision of management for the division while adapting it to the needs of the region.
The incumbent regularly deals with a number of complex issues simultaneously, and needs to be able to shift focus rapidly. The complex nature of the work is such that there is a frequent need to respond on short notice to rapidly emerging situations, which require thoughtful but quick decisions and directions. This demands flexibility and a capacity to re-arrange work priorities on short notice. Some travel to other regions and Board headquarters in Ottawa is required.
The ADC is responsible to lead and manage a regional office of the RPD that can be significantly larger than most stand-alone tribunals in Canada.
The intent of the process is to fill a position in the Toronto Region.
A pool of qualified or partially qualified candidates may be established to staff similar positions with various linguistic profiles, security profiles, tenures and conditions of employment within the IRB.
The IRB has 4 offices in various regions: Eastern Region, Central Region, Western Region and its National Headquarters in the National Capital Region.

EDUCATION
Graduation with a degree from a recognized post-secondary institution.
EXPERIENCE
Experience in managing the operations OR delivery of a program with operational objectives.
Experience in delivering a service to clients or to the public.
Experience in providing strategic advice to senior levels inside or outside of government on complex and sensitive issues.
Experience in establishing cooperative working relationships with a variety of stakeholders within or outside the government.
Recent experience in managing human and financial resources.
NOTES:
“Senior level” is defined as High level officials, Ministers, Chairpersons, Deputy Ministers, Assistant Deputy Ministers, Chief Executive Officers, Executive Directors or other equivalent levels as deemed acceptable by the selection board.
Complex refers to the following characteristics: multidimensional, involving many stakeholders and competing requirements.
Recent experience is defined as experience normally acquired within the last three (3) years.
Managing human resources is defined as directing or overseeing people/staff, including employee performance management, workload management, leading and directing teams through the setting of priorities, etc. Applicants must indicate the number of staff reporting to them, as well as the length of time.
Managing financial resources is defined as overseeing financial resources. Applicants must show evidence of managing and being accountable for a budget, which would include the responsibility for financial planning, forecasting and reporting. Applicants must indicate the size of the budget they managed directly, as well as the length of time.
ASSET QUALIFICATIONS
The asset qualifications are not mandatory to perform the work therefore, candidates who meet the essential qualifications should submit their application. EDUCATION
Graduation with a degree from a recognized post-secondary institution in law OR public administration.
OCCUPATIONAL CERTIFICATION
Eligibility for membership in the Bar of one of the provinces or territories of Canada or in the Order of Notaries in the Province of Quebec.
EXPERIENCE
Experience at the executive level in providing strategic advice to tribunal members (adjudicators) on issues affecting the adjudicative process, and/or other adjudicative responsibilities.
Experience in prioritizing and responding rapidly to urgent demands on request from parliament, the public or media.
Experience dealing with a high volume of complex material, primarily of a legal nature OR of public policy.
Bilingual - Imperative (BBB/BBB)

KNOWLEDGE
Knowledge of the legislative framework related to the management function in the Federal Public Service.
ORGANIZATIONAL NEEDS
